TSC to Promote Long-Serving C4 Deputies to Headteacher Roles
The Teachers Service Commission (TSC) plans to appoint deputy headteachers and principals to act as Heads of Institutions (HOI) in schools across the country.
This move comes in response to a significant number of vacancies created due to mass retirements.
To address this issue, TSC has directed County Directors to provide details of primary and secondary school deputy headteachers who have served for a minimum of eight years.
This information is to be submitted in an Excel template, allowing for a streamlined process to identify suitable candidates for promotion.
The urgency of this initiative stems from the retirement of around four hundred thousand teachers in June, including a substantial number of headteachers.

Specifically, in December 2023, a total of two thousand four hundred headteachers retired, leaving many positions unfilled.
This wave of retirements has created a pressing need for new leaders to step into these roles.
Planned Promotions for 2024-2025
In response, the Commission has outlined plans to promote 12,000 teachers during the 2024-2025 financial year.
Out of these, 9,000 positions are designated for primary schools, while 3,000 positions will be allocated to secondary schools.
This effort aims to ensure that schools continue to have strong leadership despite the recent retirements.

Role of Curriculum Support Officers
Curriculum Support Officers (CSOs) have been instructed to provide additional information on C4 deputy headteachers in primary schools.
This information is crucial for promoting deputies to act in vacant schools temporarily, filling the leadership gaps until permanent appointments can be made.
Deputies will be assigned to schools within sub-counties where vacancies exist.
Last September, TSC advertised a total of 35,505 promotion vacancies, including 1,049 positions for promoting primary deputies in C4 to headteacher positions (C5) in regular schools. Additionally, TSC promoted 30 deputies in special primary schools to headteacher roles.
Recent Promotions and Achievements
In the past month, TSC CEO Dr. Nancy Macharia reported that 36,504 teachers were promoted during the 2023-2024 financial year.
This achievement has brought the total number of promoted teachers over the last five years to 71,212.

Dr. Macharia emphasized the government’s commitment to teacher promotions, highlighting that the government has allocated Ksh 1 billion for promoting more teachers in the upcoming 2024-2025 financial year.
