Education PS Kipsang Faces MPs on Special Schools Funding
On Tuesday, Education Principal Secretary Belio Kipsang is scheduled to appear before the National Assembly Committee on National Cohesion and Equal Opportunity.
He will address concerns regarding the allocation of capitation to Special Schools. The Committee, chaired by Mandera East MP Yusuf Adan Haji, has previously urged the Ministry of Education to double capitation for schools catering to learners with special needs.
This request aims to alleviate challenges faced by both teachers and students in these institutions.
During a recent visit to St Jude Malaba Special School for mentally challenged children, Haji emphasized the importance of ensuring that no student with special needs is overlooked.
He stressed the need for the government to prioritize these schools and enhance their support systems.
The Kenya Society of the Blind has also voiced its concerns, particularly regarding the insufficient funding allocated to special needs schools.
Executive Director Samson Waweru highlighted the disparity in resource requirements, citing examples such as the significantly higher cost of a braille machine compared to a regular pen.
He underscored the necessity for increased financial support to adequately meet the unique needs of special needs institutions.
Secretary Kipsang is expected to outline the government’s strategies aimed at enhancing infrastructure development in Special Schools.

Additionally, he will elaborate on the curriculum and co-curricular activities under the Competency-Based Curriculum (CBC), specifically tailored to benefit mentally handicapped learners.
