Government to Construct 16,000 Classrooms for Grade Nine
Dr. Belio Kipsang, Principal Secretary of Basic Education, has announced plans to construct 16,000 classrooms in preparation for Grade Nine learners next year.
He disclosed this during a public engagement in Nakuru, emphasizing that the government will allocate Sh3.9 billion for the project.
Dr. Kipsang assured that by December, all classrooms earmarked for Grade Nine will be ready across primary schools nationwide.
Infrastructure Boost for Technical Education
In a bid to enhance technical vocational education training (TVET), Dr. Kipsang highlighted efforts to revamp the sector to meet Kenya’s industrial needs. He noted that TVET offers opportunities for both youth and adults in the labor market.
The government, he added, allocated Sh28.3 billion in the 2023–2024 budget to support TVET institutions and urged the business community to meet their tax obligations to foster economic growth.
Social Welfare and Support Initiatives
Joseph Motari, Principal Secretary for Social Protection, outlined efforts under the Inua Jamii Cash Transfer Programme to support elderly persons.
He mentioned plans to enroll all eligible beneficiaries and improve accessibility for those in need of assistance. Motari also addressed the program’s financial management, noting an annual allocation of Sh32 billion to support vulnerable groups.
Enhancing Affirmative Action and Education
Anne Wang’ombe, Principal Secretary for Gender and Affirmative Action, emphasized the government’s commitment to supporting marginalized groups through initiatives like the National Government Affirmative Action Fund (NGAAF).
She announced the release of Sh1.5 billion for bursaries and grants to benefit vulnerable communities, aiming to enhance livelihoods and empower individuals through enterprise development.

Transition to Social Health Authority (SHA)
Mr. Harry Kimtai, Principal Secretary of the State Department for Medical Services, outlined plans for the transition from the National Health Insurance Fund (NHIF) to the Social Health Authority (SHA).
He stated that Kenyans will start contributing 2.75 percent of their income to the Social Health Insurance Fund (SHIF) starting next month, with full implementation set for July 1, 2024. Kimtai urged nationwide participation in the registration drive to achieve universal health coverage.
