Govt to Root Out 32,000 Ghost Teachers in Payroll Cleanup.
The Ministry of Education is set to be the first to undergo a payroll system reform as part of a government initiative to eliminate ghost workers, according to National Cabinet Secretary (CS) John Mbadi.
Following an audit of the Ministry’s payroll, Mbadi pointed out that there are still 32,000 ghost teachers receiving salaries.
The audit revealed a mismatch between the 230,000 teachers listed on the payroll and the 198,000 teachers who could be accounted for.
The CS explained that the education sector has suffered due to deceased teachers remaining on the payroll for years, without being removed.

This issue has caused substantial financial losses, draining funds intended for legitimate staff and public service improvements.
Key Features of the Payroll Overhaul
Mbadi stated that the upcoming payroll reform will incorporate:
- Biometric verification for all employees
- Stricter auditing measures
- A modernized payroll management system
These measures aim to prevent further fraudulent activities.
The initiative is projected to recover millions of misappropriated funds, which will be redirected to essential areas such as improving teacher welfare and upgrading infrastructure.

Mbadi also indicated that the payroll overhaul is part of a larger government strategy aimed at tackling corruption and enhancing accountability in various sectors.
If successful, similar reforms will be implemented in other ministries to promote greater transparency and fiscal responsibility in public services.
