Gov’t to Stop Police Officers from Manning National Examinations

On Thursday, April 25, Basic Education Principal Secretary Belio Kipsang intimated that the government was interested in removing police officers from manning national examinations, as has been customary.

During the Annual Kenya National Examination Council (KNEC) Symposium on Competency-Based Assessment (CBA) at the College of Insurance in South C, Nairobi County, Kipsang expressed that the directive aimed to empower young learners to express themselves authentically and excel in their assessments.

Kipsang presented every indication that the new policy direction would be implemented at this year’s national exams.

Kipsang stated that it was the most opportune time to change how they administered assessments. He mentioned that he would be very surprised to see police officers in assessment rooms that year, emphasizing that it was time to let their children be children.

Exam centers currently station police officers to help invigilators, maintain security, and prevent disruptions.

However, critics have previously claimed that their presence in the exam rooms intimidated students. 

Previously, in 2021, the government prohibited police officers from handling test papers, declaring that only invigilators and supervisors should handle them.

In addition, in other orders, KNEC Chief Executive Officer (CEO) David Njeng’ere indicated that the government would distribute Grade 9 assessment samples to certain schools.

Njeng’ere stated that as part of preparations for summative assessment in Grade 9, they would develop tools for a pilot to be conducted in sampled schools in June. Additionally, by October, they would issue sample papers to inform every learner at Junior School of how they would be assessed in Grade 9.

Furthermore, the Teachers Service Commission (TSC) stated that it had implemented a program to provide teachers with knowledge and abilities in the Competency-Based Curriculum (CBC).

The TSC indicated that it was working with stakeholders, including KNEC, KICD, KISE, and universities, to implement the plan.
