HRMPEB Certifies 108 New HR Professionals, Emphasizing Professionalism.
The Human Resource Management Professionals Examination Board (HRMPEB) has certified 108 new practitioners to promote professionalism within public sector HR management in Kenya.
The certification process aligns with the HRMP Act of 2012, which formalized HR functions to ensure only qualified individuals are entrusted with critical HR responsibilities.
During the 5th CHRP ceremony on Friday, Justin Muturi, Cabinet Secretary for Public Service, highlighted the significance of this accomplishment. He noted that the ceremony celebrated the perseverance and dedication of the new professionals, acknowledging their vital role in advancing Kenya’s workforce.
Muturi outlined that HR professionals serve as stewards of organizational culture, advocating for employee well-being and driving productivity. He recognized HRMPEB’s dedication to maintaining high HR standards, and commended stakeholders, sponsors, and training institutions for their ongoing support.

Muturi emphasized the certification as a “gateway to influence, impact, and transform” for HR practitioners, marking it as more than a credential. He urged the graduates to uphold professional standards and ethical responsibility across sectors, as they play a key role in organizational success.
The Strategic Role of HR
Muturi stressed the evolution of HR from an administrative function to a central element of strategic decision-making.
HR professionals are now viewed as architects of organizational culture, custodians of ethical standards, and protectors of employee welfare. Muturi underscored that human capital, managed with professionalism and integrity, is one of Kenya’s most valuable assets.
Recognizing the contribution of HR to Kenya’s socio-economic development, the government has implemented policies and frameworks aimed at bolstering HR roles in both public and private sectors.
The HRMP Act of 2012 institutionalized HR by mandating professional qualifications, ensuring that HR leaders possess the skills necessary to steer organizations toward success.
Muturi expressed the government’s commitment to strengthening these policies and reinforcing the importance of CHRP certification. He noted plans to advance HR certification similar to accounting and other professions.
Muturi acknowledged HRMP’s efforts to align practices with global standards and integrate CHRP certification into public service frameworks. This integration aims to foster best practices in HR that can serve as models for the private sector.

Muturi highlighted the government’s support for human capital optimization through key strategies, including:

The government’s HR Strategy Framework seeks to improve public service management by aligning HR practices with global trends to ensure Kenya remains competitive. Muturi encouraged graduates to recognize their roles in shaping organizational culture, values, and success.

Muturi reminded the graduates that their impact extends beyond administrative tasks, influencing the lives of those they serve.
He urged them to maintain professionalism, uphold ethical standards, and continue learning, as their work has a direct effect on creating fairer, more inclusive workplaces.
Margaret Nguu, Acting Chief Executive Officer of HRMPEB, celebrated the certification of 708 HR professionals who completed the revised CHRP curriculum.
She detailed that 22% of graduates were male and 78% female, with certifications distributed across the June 2024, November 2023, and additional exam periods.

Nguu outlined HRMPEB’s shift to a digital platform to enhance service efficiency, including new policies, strategic plans, and expanded staffing.
She also acknowledged the financial and HR challenges that previously limited the institution’s reach but emphasized that such limitations had been mitigated with support from the Ministry of Public Service.
Addressing the new graduates, Nguu praised their dedication and resilience. She encouraged them to act as HRMPEB ambassadors, leading with integrity to positively impact the future of HR in Kenya.
