JSS Learners Receive Sh5,000 Capitation, Well Below Expected Sh15,000

The Ministry of Education has allocated Sh4,998.1 per student for this term under the Free Day Junior School Education (FDJSE) programme.

This falls significantly short of the anticipated Sh15,000 per student expected for the financial year.

The allocation is part of a broader Sh14 billion fund released by the government for the second term to support free day Junior Secondary School programmes.

Each school hosting Junior Secondary School (JSS) students has received a total of Sh274,444 as basic allocations.

According to a circular dated June 18, 2024, from Basic Education Principal Secretary Dr. Belio Kipsang, the allocation was based on data from the National Education Management Information System (NEMIS) as of April 20.

Breakdown of Funds

  • Tuition: Sh1,746.38 per student, with Sh1,175.72 procured centrally.
  • Operation Account: Sh2,076 per student, including Sh1,976 and Sh100 for centralized procurement.

  • Basic Allocations for Schools:
    • Personal emolument: Sh199,713
    • Rental box and postage, telephone charges, board of Management meetings, and capacity building: Sh58,416.37
    • Internet connectivity and electricity: Sh11,667.14
    • Water and conservancy: Sh4,647.49

Usage and Compliance

The funds are meant for students in Grades 7 and 8, and schools must use these resources as outlined by the ministry.

Dr. Kipsang emphasized that schools must acknowledge receipt of the funds within two weeks.

Failure to comply will result in suspension from the programme, and recovery actions will be taken against schools with lower enrollments than reported.

Furthermore, Sh19 billion was allocated to secondary schools under the free day secondary education programme, and primary schools received Sh2.74 billion for free primary education.

Several school heads voiced their frustration over the insufficient funds, noting that they have received only Sh4,156 per student, which is less than the expected Sh5,000.
