KNUT Calls for Immediate Release of School Capitation

According to the Kipkelion KNUT branch Executive Secretary David Bore, head teachers want the government to raise the capitation rate to compensate for inflation.

“As schools reopen for second term, we are demanding the immediate disbursement of capitation to avert a crisis in learning institutions,” Bore stated in a statement.

Students will return to school on Monday for a 14-week second term, with a half-term break set between June 20 and June 23.

Bore noted that the administration recognizes that schools cannot function without funds.

He said that under the current circumstances, the Ministry of Education’s directive not to send pupils home for school fee arrears is impractical.

The government had committed to allocating Sh22,244 per learner annually, which would be distributed in payments of 50% in the first term, 30% in the second term, and 20% in the third term.

The National Treasury stated in January that Sh31.34 billion had been disbursed. At the time, the government owed schools approximately Sh87 billion in fiscal years 2022/2023 and 2023/2024.

Schools have come under pressure from suppliers for failing to make payments, increasing concerns among stakeholders that the delayed disbursements may threaten the country’s educational quality, with day secondary schools bearing the brunt of the cost.
