List of 5 Chapter 6 Documents Required by TSC: Cost and How to Obtain Them
Chapter 6 of the constitution mandates those working in the public sector, sometimes known as state officials, to demonstrate leadership and honesty.
As a result, businesses require clearance certificates to ensure that the individual demonstrates personal integrity, competence, and suitability.
The five documents listed below are mandatory in accordance with Chapter 6 of the Kenyan Constitution on ‘Leadership and Integrity’.
A valid certificate of good conduct from the Directorate of Criminal Investigations.
KRA Tax Compliance Certificate and Clearance Certificate from the Higher Education Loans Board
Clearance from the Ethics and Anti-Corruption Commission
Required documents include a Clearance Certificate from an accredited Credit Reference Bureau (CRB) and a Tax Compliance Certificate.
A TCC, also known as a Tax Clearance Certificate, is an official document provided by KRA as proof of filing and paying all of your taxes.

Tax Compliance Certificates are provided for free and are only valid for 12 months.
Applicants submit TCC applications through the iTax portal, and they receive certificates via email. The new KRA M-Service App allows you to verify if your Tax Compliance Certificate is still valid.
Note that taxpayers obtaining a Tax Compliance Certificate must be compliant in:
- You must file your tax returns on or before the due date for any applicable taxes.
- Payment of taxes on or before the due date.
- All outstanding tax debts have been cleared.
2. HELB Compliance Certificate.
If you have made all of your loan payments on time or have never used a HELB loan, you can apply for a HELB Compliance Certificate using the HELB Portal or e-Citizen.
Loan Compliance Certificate (Beneficiaries)
This certificate is awarded to HELB loan borrowers who have made their loan payments on time. Beneficiaries who are still within their repayment grace period also receive it. Once a beneficiary completes the loan repayment process, they receive a Certificate of Clearance. This service is not charged.
Non-Loanee Compliance Certificate (Non-beneficiaries)
If you did not get a HELB loan, you can apply for the non-loanee compliance certificate using the HELB Portal or the e-Citizen Portal. This service is not charged.
3. Certificate for Good Conduct
The requirements for obtaining a certificate include having a second-generation national ID, a clear photocopy of the national ID, and a payment of shs 1,000 to a cashier at the Criminal Investigation Department (CID) offices.
The certificate signifies that the individual has been searched in Kenya’s criminal records and no criminal record has been traced. The certificate is issued by the Criminal Investigation Department in Kenya, with the CID headquarters in Nairobi and Divisional CID offices in various regions.
Employees in Kenya require a valid certificate of good conduct or one taken at least three years ago. The certificate of good conduct takes one to two weeks to be provided.
How can I obtain a Certificate of Good Conduct or Police Clearance Certificate?
To apply for a Police Clearance Certificate, follow these steps:
- To apply for a Police Clearance Certificate, log in to the ecitizen-DCI Portal.
- Two copies of the invoice and one copy of Form C24 (Form for Fingerprints) should be presented to the DCI offices or your local Huduma Centre for fingerprint processing.
- Check the citizen portal for the certificate in 2-4 weeks.
4. EACC Clearance.
There are no certificates awarded here. However, a self-declaration form in duplicate (two copies) downloaded from the Ethics and Anti-Corruption Commission (EACC) is completed.
The completed form must be signed by the applicant and witnessed by a Commissioner of Oaths or Magistrate.
After submitting the completed form, the details are validated, and the application is acknowledged by stamping a copy of the application that the applicant keeps.
The applicant can drop off the completed form in person at the EACC Head Office at Integrity Centre in Nairobi, or at any EACC Regional Office or Huduma Centre across the country.
No certificate is awarded; however, the Commission will provide TSC with a confidential report on all short-listed applicants.
Obtaining EACC clearance is free; however, you will have to pay around 500/- to the Commissioner for Oaths or Magistrate.
Attach the following papers to your self-declaration form:
- Copy of your identification card or passport.
- Copy of the KRA PIN Certificate.
- A copy of your academic certificates (High School Certificate, Diploma, or Degree).
5. CRB Clearance Certificate.
CRB clearance is a certification granted by the Credit Reference Bureau (CRB) to consumers as a “clean bill of health” for their credit history.
A CRB typically issues this; you can obtain a CRB clearance from any of Kenya’s three CRBs (Metropol, TransUnion, and CreditInfo).
You can use a CRB clearance certificate for a number of things, such as loan consideration after a previous unfavorable or negative listing with the CRB.
It is also part of the pre-employment integrity check process for public office positions.
Kenyan CRBs keep information on all ID cardholders in Kenya, whether they have drawn a loan or not, and you can acquire a clearance certificate even if you have never borrowed or defaulted on a loan.
If you are servicing a loan and have not defaulted, you are eligible for CRB Clearance from one of the three CRB providers.
CRBs do not grant clearance to borrowers who have defaulted on their debts or are in arrears.

A CRB Clearance Certificate will cost you Kshs. 2200 in processing fees. If you defaulted on a loan, you must pay the arrears to receive clearance.

Providing misleading information is an offense under Section 46(1)(d) of the Leadership and Integrity Act of 2012. It is punishable by a Kshs. 5 million fine, a 5-year prison sentence, or both.
