PS Inyangala Outlines Plans to Strengthen Higher Education.
The Principal Secretary for the State Department of Higher Learning and Research, Beatrice Inyangala, reaffirmed the government’s dedication to supporting higher education by fostering an environment that encourages innovation, critical thinking, and resilience.
Speaking during Alupe University’s graduation ceremony, she highlighted the government’s plan to increase funding for higher education despite global challenges facing the sector.
Inyangala emphasized the importance of modern facilities in enriching the learning experience. She noted that the government is prioritizing investments in state-of-the-art classrooms, laboratories, and recreational amenities while expanding universities.
As part of this effort, the Affordable Housing Project will construct 2,000 hostels at Alupe University starting December, with the tender already awarded. The hostels are expected to address the institution’s accommodation needs and enhance the learning environment.
Additionally, she announced the construction of a new library at the university, which will serve as a vital resource hub for research and studies.
She also acknowledged the National Treasury’s role in supporting the university by funding the construction of a theatre hall with a seating capacity of 500 people, which facilitates lectures, ceremonies, and cultural activities.
Academic Programs and Strategic Goals
Inyangala commended Alupe University for aligning its academic programs with the Bottom-Up Economic Transformation Agenda, addressing manpower needs in areas like housing, agriculture, small enterprises, the digital economy, and the creative sector.

She emphasized the university’s focus on competency-based education to equip students with essential skills for the evolving workforce. She added that the introduction of new programs ensures graduates are well-prepared for current economic demands.
The launch of the Alupe University Strategic Plan 2024-2028 was hailed as a milestone in advancing education, research, and community development. The PS described the plan as a roadmap towards achieving quality and affordable university education, reflecting the university’s vision for excellence.
The PS outlined the government’s increased funding for universities under a new funding model. This model is designed to provide up to 95% of the cost of university programs, ensuring that students are not denied access to education due to financial constraints.
“Our Ministry of Education regards this plan as a very significant milestone in your commitment in advancing access towards quality, relevant and affordable university education,” she said.
A National Working Committee was established to gather public input and serve students effectively under this initiative. She expressed optimism that the funding model will adequately support the next student intake and create an enabling environment for universities to diversify their resources.
Collaboration and Community Engagement
Inyangala urged graduates to contribute to their communities by sharing their knowledge and committing to lifelong learning.
Busia Governor Paul Otuoma, present at the ceremony, pledged to collaborate with the university to improve infrastructure, including the installation of floodlights. He also committed to encouraging and funding more local students to enroll at Alupe University.

The event celebrated significant milestones, including the conferment of degrees and diplomas to 600 students and the installation of the institution’s first Chancellor, Prof. Virginia Wamuyu Kimani. Inyangala reaffirmed the government’s full support for higher education as a foundation for Kenya’s development.
