TSC Ordered to Employ 46,000 Intern Teachers on Permanent Terms
On Wednesday, the Budget and Appropriations Committee instructed the Teachers Service Commission (TSC) to hire all Junior Secondary School (JSS) teachers currently in the internship program on permanent and pensionable terms.
Kiharu MP Ndindi Nyoro, the committee’s chairperson, indicated that the government had allocated sufficient funds for this project in the 2024/2025 Financial Year.
Nyoro assured the house that there were adequate resources to confirm the JSS interns into permanent and pensionable positions.
Nyoro, in his capacity as chairperson, directed that the TSC hire all 46,000 interns working under the program.
He added that the TSC should proceed with the hiring process immediately after the budget is passed, rather than waiting until January 2025 as initially proposed.
Nyoro urged the TSC to expedite the confirmation of interns as soon as the budget is approved.
Nyoro noted that the teachers had been serving the nation on minimal wages.
These parliamentary directives followed the resolution of a three-week strike by Junior Secondary School intern teachers, who signed a return-to-work agreement on Saturday, June 1.
The agreement, reached on Madaraka Day, promised that the teachers would return to work on Monday, June 3.
Among the concessions made by the TSC were the withdrawal of all show-cause letters issued to teachers for their participation in the strike.
The TSC also committed to reinstating teachers who had been deregistered and had their salaries withheld due to their involvement in the strikes.

However, some JSS teachers refused to honor the signed return-to-work agreement, stating they would only return to work after being hired on permanent and pensionable terms.
