The procedure is as follows:
1. Submission of Complaints:
a) Where to submit the complaint
Any applicant who feels dissatisfied with the recruitment process must submit a written complaint to the TSC County Director immediately after the exercise.
In addition, they should send an email to the TSC Headquarters via the provided address ([email protected]) no later than seven days following the selection exercise.
b) Required Information
The applicant must include the following information when submitting a complaint:
- The complainant’s full name and contact details are provided.
- TSC reference number (if applicable).
- A clear description of the issue or grievance.
- Any relevant supporting documents, such as recruitment scoring sheets or correspondence.
- The specific action or clarification being sought.
It is essential that the complaint be submitted within 14 days of the recruitment process’s completion to ensure timely resolution.
2. Complaint Analysis and Response
Within seven days of receiving the complaint, the TSC County Director is required to examine and address every concern brought out.
a) Acknowledgment of Complaint
The TSC will provide an acknowledgment receipt upon complaint receipt. This acknowledgment confirms that the complaint has been logged into the system and is under review.
This receipt can be used by applicants to inquire on the progress of their grievance.
b) Investigation
After analyzing and addressing the concerns, the director should submit a detailed report to the TSC Headquarters regarding the actions taken.
The TSC will investigate the complaint by reviewing recruitment records, interviewing relevant parties, and examining the provided documentation.
Depending on the complexity of the issue, the investigation process can take several days to a few weeks.
c) Resolution and Response
Following the investigation, the TSC will issue a written response detailing the findings.
If the TSC determines that the complaint is valid, it may rectify scoring errors or provide additional clarifications.
In cases where the complaint is dismissed, the reasons will be clearly outlined.
3. If you’re not satisfied with the director’s decision,
If the applicant is still dissatisfied with the TSC County Director’s decision, or if the complaint is against the Director, they may escalate the matter by appealing to the TSC Headquarters Appeals Committee on staffing functions.
The Appeals Committee is responsible for investigating the claims and taking appropriate action within fourteen days.
4. Escalation of unresolved complaints
For further assistance, the complainant may further pursue recourse through the Kenya Union of Post-Primary Education Teachers (KUPPET) or the Kenya National Union of Teachers (KNUT).
Timelines for Resolution
Although the TSC aims to address complaints as soon as possible, petitioners should anticipate that the procedure may need thirty to sixty days, depending on the complex nature of the matter.

The complainant will be informed by the TSC of any delays in the investigation and settlement process.
