TSC to Confirm All 46,000 Junior Secondary School Teachers
The Kenya Kwanza government has committed to employing all 46,000 Junior Secondary School teachers on permanent and pensionable terms.
This announcement came after a Parliamentary Group (PG) meeting on Tuesday, where Kimani Kuria, Chair of the National Assembly Finance Committee, confirmed that sufficient funds have been allocated for this purpose.
Kimani Kuria reported that KSh18 billion has been designated to employ the 46,000 Junior Secondary teachers currently on internships.
“The PG was also informed that adequate funds -KSh18 billion – have been provided for the employment of all 46,000 Junior Secondary teachers who are on internship,” Kimani said.
Additionally, the Teachers Service Commission (TSC) plans to hire 20,000 interns starting next month to address the teacher shortage.
The policy now aims to transition teachers from internships to permanent and pensionable positions, as emphasized by Kuria.
“The Funds have also been provided to hire 20,000 interns next month,” he added.
Initially, Treasury Cabinet Secretary Njuguna Ndung’u proposed Sh13.4 billion in the 2024-25 budget for employing Junior Secondary School teachers on permanent and pensionable terms.
However, during a mid-May appearance before MPs, the Teachers Service Commission indicated that a higher amount would be required to employ all 46,000 interns.

According to the TSC, it would cost Sh30 billion to transition all 46,000 interns to permanent roles by July 1, 2024.
TSC also mentioned plans to hire 26,000 intern teachers in January 2025. The PG meeting was held just hours before the Finance Bill 2024 was to be tabled in Parliament, amid protests known as Occupy Parliament, urging the National Assembly to reject the bill.
