TSC to Discipline Homa Bay Teachers Arrested Over KCSE Exam Malpractices.
Milton Oyugi, the Director of the Teachers Service Commission (TSC) in Homa Bay County, addressed recent events regarding exam integrity and the measures taken to uphold it across the county.
He confirmed that TSC has responded decisively to an incident involving exam malpractice by replacing the center manager, supervisor, and all involved invigilators at the affected exam center.
Oyugi assured the public that the center is now secure and exams are progressing smoothly. He noted that any disciplinary actions against those found responsible will be based on the outcome of the ongoing investigation, which is currently before the court.
“We’ve replaced uh the center manager we’ve also replaced the supervisor and all the invigilators who are suspected of been involved in that incident,” Oyugi said.
Eunice Khaemba, County Director of Education expressed gratitude to the public and community members for their vigilance and sharing of information, which has been crucial in identifying and preventing any suspicious activities that could compromise exam integrity.

She urged citizens to remain observant and to continue reporting any unusual activities, affirming government’s commitment to maintaining a fair environment for students.
Acknowledging the efforts of parents and teachers who have prepared students over the years, Khaemba emphasized the Ministry’s firm stance against external interference in exams.
“The children have been facilitated by their parents their teachers through the four years, so they are very prepared. Anything that comes as a by the side, we shall always be alert to counter it,” Said Khaemba.
Commitment to Exam Integrity
Moses Lilian, the County Commissioner reassured the community that exam officials are working tirelessly across Homa Bay County to uphold the credibility of the examination process, viewing any incident of malpractice as isolated rather than a trend.
To prevent future occurrences of malpractice, Moses outlined additional measures implemented across exam centers, calling on all examination officials—including center managers, invigilators, and security officers—to prioritize exam integrity.
“We want to ask all our examinations officials be they the center managers, the invigilators, the security officers, their topmost priority is to guarantee the Integrity,” Moses said.
He emphasized that their primary role is to enforce strict standards, avoid any shortcuts, and prevent malpractice at all costs.

By reinforcing these standards, Moses affirmed that the Ministry remains committed to ensuring that all students are evaluated fairly and that their hard work and preparation are duly recognized.
