TSC’s Merit-Based Selection Criteria for Primary School Teacher Recruitment.
The Teachers Service Commission (TSC) has established clear merit-based selection criteria for the recruitment of primary school teachers for the 2024/2025 financial year.
These criteria are designed to ensure transparency, fairness, and accountability throughout the recruitment process.
1. Eligibility Requirements
- All applicants must be duly registered teachers as stipulated in Section 23(1) of the Teachers Service Commission Act, 2012. Those who are not registered will not be considered for recruitment.
2. Document Submission
- Applicants must submit their applications online via the TSC platform. They are required to present original and certified photocopies of the following documents during the verification process:
- National identification card
- Certificate of Registration as a teacher
- Upgrade Diploma in Primary Teacher Education (where applicable)
- Primary Teacher Education (PTE) Certificate
- KCSE certificate or its equivalent, including all attempts
- KCPE certificate or its equivalent, including all attempts
- KNEC certification letter (if applicable)
- School leaving certificates and relevant testimonials
- National Council of Persons with Disabilities (NCPWD) Card (if applicable)
- An Affidavit for name variance, if needed
3. Selection Panel Composition
- Each Sub-County Selection Panel is composed of a chairperson (Sub County Director), a secretary (TSC Sub County Human Resource Officer), and a member (Curriculum Support Officer). This panel is responsible for evaluating each applicant.

4. Scoring System
- Applicants will be awarded marks based on a score sheet provided by the TSC. In cases where applicants tie in scores, the selection panel will refer to the length of stay since graduation and the strength of academic and professional certificates as tie-breakers.
5. Merit Lists Compilation
- After the verification of documents, the Sub-County Selection Panel will compile a Sub-County Merit List. This list will then be submitted to the TSC County Directors, who will create a County Merit List for verification at the TSC Headquarters.
6. Preference Considerations
- Preference will be given to applicants who:
- Have not been previously employed by the Commission on permanent and pensionable terms.
- Are residents of the respective Sub-Counties or Counties from which they are applying.
7. Fairness and Transparency
- The TSC County Director is tasked with ensuring that the recruitment process is fair and transparent. All applications filled with misleading information will be canceled immediately without further reference to the candidate.
