EACC Investigates Ksh 2.6B Fraud, Irregular Graduation at Jaramogi University.

The Ethics and Anti-Corruption Commission (EACC) has launched a probe into allegations of a Ksh 2.6 billion fraud scheme at Jaramogi Oginga Odinga University of Science and Technology.

According to EACC spokesperson Erick Ngumbi, the university’s officials are suspected of collaborating with consultants and contractors to embezzle funds meant for incomplete capital projects.

Despite full disbursement of funds, none of the six projects in question have been completed.

Ngumbi expressed concern over these irregularities during the burial of Mama Joyce Oginde, mother of EACC Chairperson Bishop David Oginde, in Ugenya Constituency.

He disclosed that payments had already been made for the unfinished projects, raising serious questions about accountability.

Irregular Graduation and Student Bribery

In a related case, the university is also being investigated for irregularities in its recent graduation. Reports indicate that over 200 unqualified students allegedly bribed officials to be included on the graduation list.

Ngumbi explained that these students bypassed supplementary examinations by colluding with university staff, further deepening the institution’s corruption woes.

To support the ongoing investigations, anti-graft officials conducted operations at the residences of former Vice Chancellor Prof. Stephen Gaya Agong’.

Raids were carried out in his homes in Homa Bay, Kisumu, and Nairobi, where documents related to the six capital projects were retrieved. Ngumbi confirmed that these documents would be instrumental in unraveling the alleged fraud.

Ngumbi highlighted the disturbing trend of corruption infiltrating tertiary institutions, compromising education quality. He emphasized the need for urgent reforms to safeguard public resources and restore credibility in higher education.

Moi University Faces Similar Challenges

Meanwhile, Moi University is grappling with its own corruption crisis. Vice Chancellor Isaac Kosgey was summoned on November 1 to address accusations of graft involving Ksh 2 billion worth of projects.

The allegations include violations of procurement laws and irregularities in staff salary payments.

Moi University, once a prominent public institution, is now crippled by overwhelming debt and years of mismanagement. These challenges have severely disrupted learning, further underscoring the urgency of addressing systemic corruption in Kenya’s higher education sector.
