Education Ministry to Centralize Data with New KEMIS Platform
The Ministry of Education is preparing to centralize and streamline data across all levels of the education system.
This initiative will be implemented through the Kenya Education Management System (KEMIS), designed to be a comprehensive source of information about learners and other critical aspects of education.
This development follows a meeting held on Wednesday at the Kenya Institute of Curriculum Development (KICD) between Education Cabinet Secretary Ezekiel Machogu and various stakeholders.
During the meeting, the scope of the envisioned KEMIS was discussed. Machogu emphasized that the web-based system would provide accurate data to support planning and strategic decision-making in the education sector.
KEMIS System Features
KEMIS aims to harmonize data management from early education levels to higher education. Machogu outlined that KEMIS would integrate data from the National Education Management System (NEMIS), Technical Vocational Education Management Information System (TVET-MIS), and Higher Education Management Information System (HEMIS).
This integration will facilitate the tracking of learners from pre-primary through university education.
The engagement forum included key stakeholders such as Vice-Chancellor’s Committee Chairman Daniel Mugendi, CEOs from state corporations within the Ministry, and officials from the Kenya Primary School Heads Association and the Kenya Heads of Secondary Schools.
These stakeholders provided valuable input on the implementation and functionality of KEMIS.
The Presidential Working Party on Educational Reforms recommended that KEMIS capture all learners from basic education institutions.

In cases where a learner cannot be registered due to reasons such as lacking a national identity card or being over 18 years old, the county director of education will handle each case individually. If the reasons are deemed valid, the learner will be registered on KEMIS.
Falsification Penalties
The group also advised that regulations include penalties for falsifying data, addressing instances where information has been inaccurately recorded.
They noted that those over 18 years are currently not admissible in the system, which has led to some instances of data falsification.
