Head Teachers Warned on Sh54 Billion JSS Funds Misuse.
Head of Public Service, Felix Koskei, emphasized the importance of accountability in the utilization of Sh54 billion allocated for primary and junior secondary schools.
Koskei disclosed that Sh24 billion has been designated for primary school pupils, while Sh30 billion has been allocated to junior secondary students for this financial year. He stressed that both amounts must be managed effectively, ensuring head teachers can provide detailed accounts of the funds used.
“We want Sh24 billion designated for primary schools and Sh30 billion for Junior Secondary Schools to be used efficiently so that head teachers can account for them,” said Koskei.
Koskei reiterated the government’s directive for prudent financial management. He emphasized the necessity of wise and responsible expenditure, with the expectation that head teachers must be prepared to justify their financial decisions.
Accountability and Oversight
Addressing primary school head teachers during their annual conference in Mombasa, Koskei highlighted the critical role of the Auditor General. He indicated that school expenditure would be closely scrutinized, reinforcing the need for transparent and accountable financial practices among educational institutions.

Koskei also raised concerns about the erosion of moral standards among teachers, urging them to instill discipline in students. He emphasized that educators should teach problem-solving skills in the digital era and inspire students by being exemplary role models in their behavior.
Koskei reaffirmed the government’s dedication to ensuring every child in Kenya has access to quality education. He mentioned that the Teachers Service Commission is actively hiring more teachers to support this commitment.
In addition, Kenya National Union of Teachers (KNUT) Secretary General, Collins Oyuu, presented several proposals aimed at improving the welfare of teachers. He called for a change in the title of junior secondary school head teachers to principals.

Oyuu announced that the union plans to initiate negotiations for new salaries and an updated scheme of service. He argued for career progression, advocating that head teachers should advance from the D1 grade to chief principals.
