TPD Program Mandatory for TSC Teacher Promotions

The Teachers Service Commission (TSC) will not consider teachers for promotions, especially those who have not attended the now mandatory Teacher Progression Development (TPD) program offered in various accredited institutions.

Only teachers who have completed the TPD program will be eligible for promotions, according to the commission’s Career Progression Guidelines (CPG).

Since TSC introduced TPD training in 2021, there has been a low teacher enrollment. As a result, TSC announced that it will not consider those who have not trained for promotions.

The commission has officially announced the commencement of TPD training in December 2024 after inviting interested institutions to submit their applications in February this year.

These institutions will provide TPD training to teachers during the December holiday period, pending approval and recommendation.

Some institutions offer TPD training online. For instance, with Mount Kenya Teachers, several students attended their lessons online using the links provided by the institution.

During the launch of the program, some of the institutions accredited by TSC to offer professional training to teachers, in addition to Mount Kenya University, included Kenyatta University, Riara University, and the Kenya Education Management Institute (KEMI).

The TSC has announced that it will select and approve more institutions to begin offering Professional Development courses to teachers this year.

Despite multiple court orders challenging the program’s implementation, TSC eventually received clearance to proceed with its implementation.

The Kenya Kwanza government now supports the program, making it mandatory for all teachers.

After completing their five areas in the TPD program, teachers who responded to the TSC’s first call have already received certificates and will be considered for promotions.

These teachers were present during the evenings and nights. The five major areas handled under the introductory module include teacher professionalism, assessment, Comprehensive School Health and Safety, CBC, Pedagogy and Inclusive Practice, and Instructional Leadership and Financial Literacy.

With the current hard economic times, several teachers are seeking clarification on who will be required to incur the fees for the program.
