TSC Disciplinary Procedures for Teachers and Case Determination
The teaching profession carries significant responsibility and trust, necessitating that educators uphold the highest standards of conduct and ethics.
To enforce this, regulatory bodies like the Teachers Service Commission (TSC) have established comprehensive rules, regulations, and a Code of Conduct and Ethics for teachers to follow.
When these standards are breached, a structured disciplinary process is implemented to address the misconduct.
This article will detail the disciplinary procedures for teachers, outlining the steps involved and the potential consequences of misconduct.
TSC Disciplinary Process Overview
Teachers violating the Code of Regulations for Teachers and the TSC Code of Conduct and Ethics are subject to disciplinary measures, which may include warnings or interdiction.
Initial Warning:
The disciplinary process usually starts with the head of the institution issuing either a verbal warning or a written caution to the teacher for minor violations of the Code of Regulations for Teachers and the TSC Code of Conduct and Ethics.
Show Cause:
If the teacher continues to misbehave or commits a more serious offense, they may be asked to provide reasons why disciplinary action should not be initiated against them.
Head of Institution’s Decision:
Based on the teacher’s response, the head of the institution may either issue an administrative warning or escalate the case to an appointed agent for further action.
Based on the teacher’s response, the head of the institution may issue a warning or escalate the case to the agent.
Investigation and Preliminary Hearing
The agent is responsible for:
- Investigating and gathering relevant evidence.
- Inviting the accused teacher in writing to defend against specific allegations.
- Calling witnesses to testify in the presence of the accused teacher.
- Allowing the teacher to cross-examine each witness.
In cases where a teacher’s location is unknown, the agent may interdict the teacher immediately. After the preliminary hearing, the agent may decide:
- There is no case to answer.
- To warn the teacher administratively.
- To interdict the teacher.
Note: In some situations, the TSC or the agent can interdict a teacher without a preliminary hearing.

Defense Statement and Case Hearing
An interdicted teacher must submit a defense statement within 21 days from the date of interdiction and provide a contact address. A hearing will typically be scheduled within three months of interdiction. If there are delays, the teacher should contact the Commission Headquarters.
Salary During Interdiction
Teachers interdicted for incitement, insubordination, infamous conduct, or negligence of duty will receive half their salary during the interdiction period.
Determination of a Discipline Case
Upon interdiction and submission of the required evidence, the teacher is given the opportunity to defend themselves in person before the Commission. If the teacher does not attend the hearing, the case will be decided in their absence. Based on the evidence, the Commission may:
- Revoke the interdiction.
- Issue a warning to the teacher.
- Suspend the teacher from duty.
- Dismiss the teacher from service.
- Retire the teacher in the public interest.
- Dismiss and remove the teacher from the register of teachers.
During interdiction, suspension, or removal from the registry, it is illegal for a teacher to teach in any institution, public or otherwise.
If a teacher is suspended, they will be reposted 14 days before the suspension ends. In cases of revocation and warning, the teacher will be reposted immediately.
If a teacher does not receive communication within 28 days after the hearing, they should inquire in person at the Commission Headquarters.
