TSC Unveils New Financial Support for Teachers in Special Needs Schools

The Teachers Service Commission (TSC) recently announced new incentives aimed at attracting and retaining teachers in special schools.

These incentives are designed to acknowledge the additional challenges faced by educators working in these demanding environments.

According to TSC CEO Nancy Macharia, a new Reading Facilitation or Aid allowance has been introduced specifically for teachers who are blind, deaf, mute, or physically challenged.

This allowance is part of a broader effort to support these educators. In addition to this, a Special Schools allowance has also been introduced for teachers with special education skills.

These new incentives are offered on top of the standard allowances such as hardship and commuting, further recognizing the unique challenges faced by teachers in special education.

Challenges Faced by Special Needs Teachers

Shinyalu MP Fred Ikana, a member of the parliamentary committee, noted that the difficult conditions experienced by teachers in special needs schools discourage others from seeking employment in these institutions, resulting in a staffing shortage.

The committee’s vice chairperson, Liza Chelule, praised the TSC’s efforts to improve the welfare of special needs teachers but emphasized that more work remains to be done.

She pointed out that during a visit to special needs schools in various regions, including Coast, Nyanza, Western, and Rift Valley, the committee found that both the schools and their teachers were operating under deplorable conditions.

Historical Concerns Over Treatment in Special Schools

In September of the previous year, the Senate Committee on Education expressed concerns about the Ministry of Education’s treatment of students and staff in special schools.

During a consultative workshop held at Lake Naivasha Resort, lawmakers revealed that since 2018, the government had not reviewed the capitation fees for special schools, which cater to thousands of minors across the country.

This lack of action was seen as contributing to the unfair treatment of both the pupils and the staff working in these institutions.
