KNUT Denies Binding Contracts for Teachers Insurance with TSC, Minet, or MARL

KNUT Secretary General Collins Oyuu informed the Senate Health Committee that the Kenya National Union of Teachers (KNUT) lacks binding contractual dealings with the Teachers Service Commission, Minet Medical Scheme, or Medical Administrators Kenya Limited (MARL) to provide an insurance scheme for its members.

The KNUT head clarified that the Comprehensive Teacher Medical Insurance Scheme received Sh17.6 billion of the TSC’s Sh316.7 billion allocation from the National Treasury in the 2023–2024 fiscal year.

Oyuu elaborated that the disbursement of funds from the National Treasury to TSC and subsequently to Minet and MARL for the medical insurance scheme often experiences delays, which impact the processing of claims. 

He further stated Knut’s commitment to addressing teachers’ concerns within the scheme and advocating for improved conditions and terms of service.

In response to Senator Raphael Chimera’s questions about MARL’s delays in processing teacher medical insurance claims, Oyuu offered insights into the organization’s Medical Insurance Scheme for Teachers.

He mentioned the goal of the Minet Teachers Medical Scheme, which is to provide high-quality medical and healthcare services to TSC teachers and their dependents.

Due to delays in disbursing funds to service providers, Oyuu highlighted challenges faced by teachers, including denial of services by health facilities or subjecting them to frustration. 

The Kenya National Union of Teachers (KNUT) also noted complications arising from delays in processing medical insurance claims as Minet and MARL struggle to verify information.

Oyuu shared that the total number of principal beneficiaries for the medical scheme exceeds 361,000, along with their eligible dependents totaling 1,288,395, excluding intern teachers. 

He clarified that Minet is the lead consortium with whom the Commission signed the contract after due diligence and a comprehensive procurement process.

Subsequently, Minet subcontracted MARL as their medical scheme administrator, responsible for managing the comprehensive medical coverage and related benefits under Minet’s mandate.

MARL manages contracting service providers in all 47 counties, providing the medical management system, claims management, and payments.
