    Why Thousands Missed Medicine Despite Scoring A – KUCCPS Explains.

    The Kenya Universities and Colleges Central Placement Service (KUCCPS) has disclosed that it implemented a new placement criteria for the placement of 2025 Kenya Certificate of Secondary Education (KCSE) candidates to universities, marking the first time the revised framework has been applied in the national placement process.

    The announcement was made during the official release of the 2025 placement results on Wednesday, July 8, by KUCCPS Board Chairman Cyrus Gituai, who stated that the revised criteria were developed through consultations involving universities and professional regulatory bodies.

    According to Gituai, the new placement framework was introduced to remove entry barriers to selected academic programmes, align programme clusters in response to concerns raised by stakeholders, and expand career progression opportunities for learners who pursued technical subjects at the KCSE level.

    “The Placement Board developed criteria for placement to universities, through a consultative process that involved universities and professional or regulatory bodies. The new criteria has been implemented for the first time in this placement cycle,” Gituai stated.

    The disclosure followed concerns raised by students and parents regarding how applicants were allocated to highly competitive degree programmes following the release of the 2025 placement results.

    New Placement Framework

    KUCCPS stated that the revised placement criteria was formulated through a consultative process involving universities together with professional and regulatory bodies responsible for various academic disciplines.

    According to the placement agency, the framework introduced several changes, including:

    • Removal of entry barriers to selected university programmes.
    • Alignment of programme clusters to address concerns raised by universities and other stakeholders.
    • Expansion of career pathways for students who studied technical subjects at the Kenya Certificate of Secondary Education level.
    • Implementation of the revised criteria for the first time during the 2025 placement cycle for students expected to join universities in September 2026.

    Medicine Placement Based on Cluster Performance

    During the release of the placement results, KUCCPS Chief Executive Officer Agnes Wahome clarified that admission into Bachelor of Medicine and Bachelor of Surgery programmes was not determined solely by a candidate’s overall KCSE mean grade.

    According to Wahome, applicants were ranked using cluster subject performance, with Mathematics, Chemistry, Biology and a language subject forming the basis for calculating each candidate’s cluster weight.

    Applicants were subsequently ranked according to their cluster weights before being considered for placement at individual universities.

    “We look at the cluster subjects, Mathematics, Chemistry, Biology and Language. Students compete on those subjects, and they get a cluster weight, which is then ranked. We then cut it off per university,” Wahome said.

    She added that each university admits students until the institution’s officially declared capacity is fully utilized.

    University Capacity Determined Admission Cut-Offs

    According to KUCCPS, all universities offering medicine declared a combined admission capacity of 702 slots during the 2025 placement exercise.

    The agency revealed that more than 6,500 applicants sought admission into medicine programmes, resulting in over 5,000 qualified applicants missing placement because the available capacity had been exhausted.

    KUCCPS explained that the final student admitted into a particular medicine programme at an individual university established that institution’s cut-off point for the year.

    The agency noted that cut-off points are therefore determined by applicant competition and the admission capacity declared by each university during the placement process rather than by a fixed national score.

    The clarification was issued shortly after KUCCPS officially released the 2025 placement results, enabling Kenya Certificate of Secondary Education candidates to confirm the universities and academic programmes in which they have been placed ahead of admission scheduled for September 2026.
