TSC Explains Why Teacher Promotions Have Been Delayed.
The Teachers Service Commission (TSC) has attributed delays in the promotion of teachers to funding constraints, stating that career progression exercises are dependent on government budgetary allocations.
Acting Chief Executive Officer (CEO) Evaleen Mitei said promotions cannot be implemented without adequate financial resources, dismissing claims that the Commission had deliberately delayed the career progression of teachers.
“What teachers need to understand is that promotions happen based on availability of funding. So, the delay is not because of the commission. Our main challenge is funding, it is not a deliberate delay,” Mitei said.
The remarks followed concerns raised by the Kenya Union of Post-Primary Education Teachers (KUPPET) over delays in teacher promotions and the impact of the delays on teachers’ career progression and welfare.
Mitei stated that Ksh2 billion allocated for the current year’s promotion exercise would facilitate the promotion of 34,016 teachers. The allocation forms part of the Commission’s ongoing promotion programme.
The Acting CEO further stated that teacher promotions are governed by the Career Progression Guidelines and other applicable regulatory provisions. Promotions are therefore not awarded automatically on the basis of individual expectations or annual performance.
“Our teachers expect that if you do well in games this year, you will be promoted, then next year, you will be promoted again. That is not possible. We also have to adhere to the provisions of the regulations,” Mitei said.
Mitei further assured teachers that the Commission remained committed to implementing promotions within the established regulatory framework.
“I want to assure our teachers that the commission is committed to promotion, but we will promote them within the provisions of the career progression guidelines,” she said.
TSC Advertises 34,016 Promotion Vacancies
The clarification followed the Teachers Service Commission’s announcement of 54,016 vacancies, comprising promotion opportunities and recruitment positions.
A total of 34,016 vacancies were allocated for teacher promotions across various grades. Eligible teachers were invited to submit applications through the Commission’s online recruitment portal, with the application deadline set for August 10.
Among the advertised promotion positions were:
- 13,490 Senior Teacher II vacancies.
- 5,956 Senior Master IV vacancies.
- 4,210 Senior Teacher I vacancies.
The promotion exercise is being undertaken within the framework established by the Career Progression Guidelines governing advancement across the teaching service.
Recruitment of 20,000 Post-Primary Teachers
In addition to the promotion vacancies, the Teachers Service Commission announced the recruitment of 20,000 post-primary school teachers.
The recruitment is intended to support the implementation of the Competency-Based Education (CBE) curriculum in Junior Schools.
The 20,000 recruitment vacancies, combined with the 34,016 promotion opportunities, account for the total 54,016 vacancies announced by the Commission.

The Commission has maintained that teacher recruitment and promotion exercises are implemented subject to available government funding and the applicable regulatory and career progression provisions.
The current promotion exercise provides for the advancement of 34,016 teachers under the Ksh2 billion allocation, while the recruitment exercise provides for 20,000 additional post-primary teachers.
