How to Apply for Certificate of Good Conduct
In Kenya, a Certificate of Good Conduct, also referred to as a Police Clearance Certificate, is issued by the Directorate of Criminal Investigations to confirm an individual’s criminal record status. Alternatively, some institutions may accept an Affidavit of Good Conduct for certain purposes.
Application Process for a Certificate of Good Conduct/Police Clearance Certificate
For Kenyan Citizens within the country:
To apply for a Certificate of Good Conduct or Police Clearance Certificate:
- Log in to the eCitizen – DCI Portal.
- Apply for a Police Clearance Certificate.
- Print two copies of the invoice and one copy of Form C24 (Fingerprint Form).
- Present the forms along with the required documents at the DCI offices or the nearest Huduma Centre for fingerprint processing.
- Check the eCitizen portal within 2-4 weeks for the certificate.

Required Documents
When applying for a Certificate of Good Conduct, you will need to provide:
- Original ID and a copy.
- Original Birth Certificate and a copy for minors.
For Foreign Citizens
To apply for a Certificate of Good Conduct, Foreign Citizens must present a certified copy of their passport and proof of residency in Kenya for three months or more.
They must pay Kshs.1,000 or its equivalent and submit a cheque payable to the Director of Criminal Investigation in Nairobi.
Fingerprints and palm prints must be recorded at the nearest Police Station in their country of residence.
The application should be sent to CID Headquarters Nairobi – Kenya via post or runner. Alien ID cards must be verified with the issuing authority before processing the application.
IMPORTANT NOTES:
- An authorized person must record the applicant’s fingerprints on a prescribed form, entering all clerical details.
- The original cash or cheque payment receipt must be attached to the applicant’s fingerprints.
- Nairobi residents can apply for certificates at CID Headquarters along KIAMBU road. Applicants in other areas should apply at Divisional CID offices.
Affidavit of Good Conduct
PROCESS To obtain an alternative to a Certificate of Good Conduct, individuals may utilize this affidavit for various purposes such as employment or visa applications.
However, it is imperative to note that this affidavit should only be completed by those who have never been convicted of a Felony, which constitutes a major criminal offense.
