Merit List Compilation and Submission in TSC Recruitment.

In the Teachers Service Commission (TSC) recruitment process for teachers under permanent and pensionable terms for the 2024/2025 financial year, merit list compilation and submission play a vital role in ensuring fairness and transparency.

Merit List Compilation at the Sub-County Level

After the verification of academic, professional, and other relevant documents, the TSC Sub-County Selection Panel is responsible for compiling a Merit List.

This list includes all applicants whose documents have been verified and who meet the required qualifications.

The panel is required to assess each applicant based on a standardized score sheet outlined in the recruitment guidelines.

Key factors for consideration in compiling the merit list include:

  1. Length of stay since graduation – Applicants who have waited longer since graduation are given preference.
  2. Strength of academic and professional qualifications – The panel evaluates the quality of the applicant’s qualifications, including the Primary Teacher Education (PTE) certificate or the Diploma in Primary Teacher Education (DPTE) where applicable.

In case of a tie in scores, the guidelines specify that the panel should consider:

  • PTE or DPTE upgrade certificate points.
  • Aggregate KCSE grades or their equivalent.

Preference is given to applicants who have not previously been employed by TSC on permanent and pensionable terms, as well as to those from the respective Sub-Counties or Counties.

Submission of the Merit List

Once the Merit List is compiled at the Sub-County level, it is submitted to the TSC County Director for further review.

The County Director compiles a County Merit List based on the submissions from all Sub-Counties within the county. This county-wide list is then submitted to the TSC Headquarters for final verification.

During the submission process, the Sub-County Directors are required to provide additional documentation alongside the Merit List, including:

  • A list of all applicants who presented documents for verification.
  • A summary of any complaints raised during the selection process and actions taken.
  • Minutes of the Sub-County Selection Panel’s meetings, signed by both the Chairperson and Secretary, detailing how the final list of successful applicants was agreed upon.

The TSC Regional Director oversees the entire recruitment process within their region, ensuring adherence to the recruitment guidelines and procedures.

They are responsible for coordinating with County Directors to ensure that the recruitment process is fair, transparent, and compliant with established rules.

Ensuring Transparency and Fairness

The Merit Lists are made available to the public upon request in a manner that adheres to the Data Protection Act, 2019. This transparency ensures that the recruitment process is open and accountable to all stakeholders.
