Ministry of Labour Announces Salary Delays for Government Employees.
The Ministry of Labour and Social Protection has confirmed that all government employees will face delays in receiving their November salaries. The delay occurs as the country prepares for the Christmas season, raising concerns among civil servants.
Labour Cabinet Secretary Alfred Mutua explained that the delay is due to the ongoing upgrade of the government’s payroll system.
He noted that the Ministry of Public Service manages the payroll system and is currently improving its applications, which may affect the timely processing of salaries.
The Ministry of Public Service, in a memo addressed to all departmental heads, attributed the delay to the migration of ministries, departments, and agencies from the outdated manual Integrated Personal Payroll Database (IPPD) to the Human Resource Information System (IPPD).
The memo urged patience among civil servants as the upgrade progresses and directed supervisors to inform their teams about the situation.

The salary delay affects employees across all ministries, departments, and agencies under the government. This announcement comes four months after the government introduced revised pay structures for civil servants and just weeks before the December holiday season.
the New Salary Structure
Under the new structure, civil servants will receive salary increments ranging from Ksh1,000 to Ksh3,000.
The lowest grade, CSG 17, will see a monthly salary increase from Ksh16,920 to Ksh19,340.
Employees in CSG 16 will earn between Ksh18,250 and Ksh21,940 monthly, while those in the highest-paid Grade 4 category will receive between Ksh182,890 and Ksh339,780.

The lowest job group, B1, comprises low-skilled labourers, including Officer III, Support Staff, Operator III, and Attendant III.

At the other end of the spectrum, job group E4 represents the highest tier, consisting of specialised personnel in senior management roles.
The government has called on employees to remain patient as the payroll system upgrade is completed, ensuring a seamless transition to the new platform.
