SRC Freezes 2024/25 Salary Review for All Public Officers

The Salaries and Remuneration Commission (SRC) announced on Thursday, July 18, that it would freeze the salary review for all other public officers for the Financial Year 2024/2025.

This decision was attributed to financial constraints arising after President William Ruto declined to sign the Finance Bill, 2024, into law.

SRC explained that the deferral of the salary review was due to the lack of an allocated budget for the recommended remuneration and benefits for all other public officers for the financial year 2024/2025. This was supposed to take effect in July 2024.

In response to the financial challenges, SRC initiated discussions with the National Treasury to ensure the fiscal sustainability of the public compensation bill.

Furthermore, no additional funding would be provided for implementing the job evaluation results in the 2024/25 financial year.

However, annual salary notch adjustments in existing salary structures, as advised by SRC, would continue within budget allocations.

Impact on Collective Bargaining Agreements

The decision has significantly impacted teachers and healthcare workers who recently signed Collective Bargaining Agreements (CBAs) with the government.

Public service institutions with CBAs were advised to engage the respective trade unions about SRC’s decision and its implications.

Regarding the timing of a future salary review, SRC informed public servants that the situation would be monitored, and a review would be considered subject to the availability of funding as advised by the National Treasury.

This recent freeze occurred two weeks after SRC halted the upward salary review of all State officers.

This was to ensure affordability and fiscal sustainability of the public wage bill, considering the current economic realities, a reduced budget, and existing contractual commitments.
