A section of teachers has called on the Teachers Service Commission to formally confirm Evaleen Mitei as the Commission’s substantive Chief Executive Officer.
Mitei has been serving in an acting capacity since the retirement of Dr Nancy Macharia in June 2025.
Speaking during a press briefing on Monday, classroom teachers under the Nairobi Cosmopolitan Hub stated that Mitei has surpassed expectations during her one year as acting Chief Executive Officer, citing a series of administrative, operational and institutional reforms undertaken during her tenure.
The teachers appealed to the TSC Board and William Ruto to expedite the process of confirming Mitei as the substantive Chief Executive Officer of the Commission.
According to the teachers, Mitei has led reforms across four key institutional pillars during her interim tenure. They credited her with safeguarding the constitutional independence and operational autonomy of the Teachers Service Commission, overseeing the promotion of more than 30,000 teachers, facilitating the transition of 20,000 intern teachers to permanent and pensionable employment, and spearheading the implementation of the current Collective Bargaining Agreement (CBA).
The teachers further stated that Mitei had strengthened compliance with Teachers Service Commission regulations by ensuring teacher deployments are conducted strictly within established legal and administrative frameworks.
“She has ensured that deployments are strictly guided by TSC regulations, shielding teachers from local political victimization,” the teachers stated.
The group also praised Mitei for overseeing the implementation of education reforms under the Competency-Based Education (CBE) framework and promoting gender balance within the teaching workforce.
According to the teachers, staffing policies implemented during her tenure resulted in a 51 per cent to 49 per cent female-to-male ratio across the teaching service.
“She enforced progressive staffing policies resulting in an unprecedented 51% to 49% female-to-male ratio across the teaching service, making TSC the largest employer in the country to achieve actual gender parity,” they said.
The teachers further credited Mitei with digitising teacher recruitment processes to eliminate the illegal sale of Teachers Service Commission employment forms, thereby ensuring that recruitment is conducted on merit. They also stated that she initiated the identification and correction of payroll anomalies within the Integrated Personnel and Payroll Database (IPPD).

Mitei has more than 31 years of experience in the education sector. She holds a Master of Science in Human Resource Management from the University of Manchester and a Bachelor of Education degree from Moi University.
She began her teaching career as a classroom teacher in 1994 before joining the Teachers Service Commission Secretariat in 1999. Over the years, she has held several senior positions within the Commission, including serving as Director of Teacher Discipline Management before assuming the role of Acting Chief Executive Officer following Dr Macharia’s retirement.
