TSC Re-Advertises 1,631 Promotion Jobs for Teachers.

The Teachers Service Commission (TSC) has re-advertised 1,631 promotional vacancies for serving teachers seeking appointment to school administrative positions in public primary and secondary schools.

The vacancies comprise 1,470 positions of Deputy Headteacher II, 132 positions of Deputy Principal III and 29 positions of Senior Master II.

According to the TSC advertisement, applications are open to suitably qualified serving teachers in accordance with the Career Progression Guidelines for Teachers. The commission has set midnight on Monday, September 14, 2026, as the deadline for submission of applications.

“The commission invites applications from suitably qualified serving teachers to fill the following promotional vacancies in accordance with the Career Progression Guidelines for Teachers. Applications must be received by midnight on Monday, 14 September 2026,” the TSC notice stated.

The re-advertisement follows a wider promotion exercise launched by the commission in July 2026, which involved 34,016 promotional vacancies across 30 cadres.

The larger exercise covered positions ranging from Senior Teacher II to Chief Principal and included teaching, school administration, curriculum support and teacher-training college positions. The largest allocation in that exercise was 13,490 vacancies for Senior Teacher II.

The latest 1,631 vacancies specifically cover school administration positions, including deputy headteacher, deputy principal and senior master roles.

TSC Teacher Promotion Backlog

The promotion exercise follows longstanding concerns over career stagnation among teachers in the public teaching service.

The Teachers Service Commission told Parliament that 178,871 primary and secondary school teachers had remained in the same job groups because of budgetary constraints. The commission indicated that additional funding would be required to address the promotion backlog.

The highest concentration of stagnated teachers was reported in the C3 grade among secondary school teachers and the C1 grade among primary school teachers.

The re-advertisement also follows pressure from the Kenya Union of Post Primary Education Teachers (Kuppet) for the commission to accelerate the promotion of teachers who have remained in the same job groups.

During its first National Governing Council meeting for the 2026–2031 term, Kuppet called on the Teachers Service Commission to advertise promotional vacancies for 135,000 teachers affected by stagnation.

“We are demanding that the TSC immediately advertise vacancies for the promotion of 135,000 teachers who have stagnated in their job groups. We also want them to implement the second phase of the 2025–2029 CBA and should immediately truncate the third and fourth phases of the CBA to be implemented in July 2027,” Kuppet Secretary-General Akello Misori said.

More Than 11,200 Public Schools Affected by Acting Administrators

A report presented to the Senate Education Committee showed that 7,620 public primary schools had either headteachers or deputy headteachers serving in acting capacities.

In secondary schools, 3,612 institutions had either acting principals or deputy principals.

The figures placed the number of public schools with reported leadership gaps at more than 11,200, with teachers serving in administrative positions on an acting basis.

The 1,631 vacancies re-advertised by TSC include positions intended for school administration in both primary and secondary institutions.

TSC Promotion Funding

The latest promotion exercise follows a pledge made by President William Ruto to increase government funding for teacher promotions and facilitate the promotion of 50,000 teachers annually.

During the September 2025 “Walimu na Rais” forum at State House, Nairobi, President Ruto announced that the annual allocation for teacher promotions would be increased from Sh1 billion to Sh2 billion.

The additional allocation was intended to support increased career progression opportunities for teachers.

According to information on the promotion programme, the additional Sh2 billion allocation would finance 11,866 promotions, while a further 22,150 promotions would be funded through vacancies expected to arise as teachers leave the teaching service.

The two categories account for a total of 34,016 planned promotions.

The total planned promotions were estimated to cost Sh6.333 billion.

A TSC source indicated that the additional Sh2 billion allocation was sufficient to finance the 11,866 promotions specifically provided for through the additional budget.

The source further indicated that additional funding would be required if the government target of promoting 50,000 teachers annually is to be achieved.

“If the expectation is 50,000, bring an additional Sh5 billion and we promote teachers. We have no problem,” the source said.

The re-advertised vacancies therefore form part of the commission’s broader teacher promotion programme covering school administration and other career progression cadres.

Applications for the 1,631 promotional vacancies are required to be submitted by midnight on Monday, September 14, 2026, in accordance with the requirements contained in the Teachers Service Commission advertisement.
