KUPPET Gives TSC 7 Days to Promote 16,000 Teachers or Face Strike.
The Kenya Union of Post-Primary Education Teachers (KUPPET) has issued a seven-day strike notice over the delayed promotion of 16,000 teachers, citing the failure by the Teachers Service Commission (TSC) to advertise the full 50,000 promotion opportunities that had been publicly pledged by President William Ruto.
KUPPET issued the notice on Thursday, August 6, 2026, stating that a nationwide teachers’ strike would commence on Friday, August 14, 2026, if the remaining 16,000 promotion vacancies are not advertised.
The planned industrial action would occur ahead of the commencement of the third school term, which is scheduled to begin on Monday, August 24, 2026.
KUPPET Raises Concerns Over Number of Promotion Vacancies
KUPPET Secretary General Akello Misori accused the Teachers Service Commission of failing to implement President William Ruto’s directive concerning the promotion of 50,000 teachers.
Misori stated that the commission had advertised 34,000 promotion vacancies instead of the 50,000 positions that had been publicly announced.
“The Commission’s failure to advertise the exact number which the president himself had pronounced, 50,000 vacancies which he mandated on September 13, 2025. If TSC does not do justice to this, then they are calling back industrial action,” Misori said.
According to KUPPET, the difference between the 50,000 positions cited by the President and the 34,000 promotion opportunities advertised by the commission represents 16,000 teachers.
KUPPET National Chairperson Omboko Milemba said the situation had raised concerns among teachers following a prolonged period during which teacher promotions had remained stalled.
“Remember, initially, promotions for teachers had been halted for about 10 years. But when the president tells TSC to recruit over 50,000 teachers, now they are only advertising 34,000 teachers, that clearly indicates something,” Milemba said.
Seven-Day Deadline Issued to TSC
The union has given the Teachers Service Commission seven days from the date of issuing the notice to address the promotion vacancies.
KUPPET stated that failure by the commission to advertise and fill the remaining promotion positions within the stipulated period would result in teachers across the country commencing industrial action.
The proposed strike is scheduled to begin on Friday, August 14, 2026, ten days before the scheduled reopening of schools for the third term.
The third school term is scheduled to run from Monday, August 24, 2026, to Friday, October 23, 2026, after which national examinations are expected to commence.
TSC Advertises 54,016 Teaching Vacancies
The strike notice was issued one week after the Teachers Service Commission announced a major recruitment and promotion exercise involving 54,016 teaching vacancies.
The commission announced the vacancies on July 28, 2026.
The 54,016 vacancies comprise:
- 34,016 promotion opportunities for serving teachers.
- 20,000 teaching positions for post-primary teachers to serve in Junior Schools.
The Teachers Service Commission stated that the recruitment exercise was intended to address staffing shortages in schools and strengthen the implementation of the Competency-Based Curriculum (CBC).
The 34,016 promotion opportunities constitute the vacancies that KUPPET has disputed in relation to the 50,000 promotion positions cited by President William Ruto.
Difference Between Promised and Advertised Promotions
KUPPET has maintained that the 34,016 promotion vacancies advertised by the Teachers Service Commission do not meet the 50,000 positions publicly promised by the President.
Based on the figures cited by the union, 16,000 promotion opportunities remain unadvertised.
The union has consequently demanded that the Teachers Service Commission advertise the remaining promotion positions within the seven-day period issued in the strike notice.
KUPPET has stated that failure to address the demand will result in nationwide industrial action beginning August 14, 2026.
Planned Strike Ahead of Third Term
The proposed industrial action would precede the reopening of schools for the third term of the 2026 academic year.
The third term is scheduled to commence on August 24, 2026, and conclude on October 23, 2026. National examinations are scheduled to follow the completion of the third term.
KUPPET has maintained that the strike notice will remain in effect unless the Teachers Service Commission addresses the issue of the remaining 16,000 promotion opportunities.
The union’s position is that the commission should advertise and fill the full 50,000 promotion positions referenced by President William Ruto.

The Teachers Service Commission’s July 28 announcement provided for 34,016 promotion opportunities for serving teachers and 20,000 new teaching positions for post-primary teachers in Junior Schools, bringing the total number of advertised vacancies to 54,016.
KUPPET’s strike notice is specifically linked to the difference between the 50,000 promotion positions cited by the President and the 34,016 promotion opportunities advertised by the commission.
