TSC Changes Teacher Promotion Rules: New Scores and Requirements Revealed.

The Teachers Service Commission (TSC) has introduced new guidelines governing the promotion of teachers for the 2026/27 financial year, with revised eligibility requirements, assessment criteria and career progression provisions.

The framework introduces updated standardised score sheets for teacher promotion interviews and places greater emphasis on structured career progression, professional conduct and performance.

The new guidelines retain the requirement that a teacher must have served for at least three years in the current grade before being considered for promotion.

Revised Promotion Assessment Framework

The 2026/27 framework differs from the promotion criteria applied during the 2025/26 cycle, which placed greater weight on age, seniority and accumulated teaching experience in determining promotion scores.

During the 2025/26 promotion cycle, teachers aged 57 years and above benefited from a scoring structure that awarded additional points based on length of service and accumulated experience.

The previous promotion cycle also used 32 grade-specific scoring guides. The 2026/27 framework introduces standardised score sheets intended to provide a uniform assessment structure for candidates competing for available promotion positions.

Eligibility remains subject to the requirement for a minimum of three years of service in the current grade.

Disciplinary Record Requirements

Disciplinary status has been given greater consideration under the revised promotion framework.

Regulation 77 of the Code of Regulations for Teachers (2015) restricts the promotion of teachers who have recently been found guilty through disciplinary proceedings or who have received administrative warnings.

A teacher found guilty following disciplinary proceedings is required to complete a two-year period before becoming eligible for promotion consideration.

Teachers who have received administrative warnings are required to complete one year before becoming eligible for consideration.

Re-employed teachers are also required to complete three years of continuous service before being considered for promotion.

Satisfactory performance and conduct remain among the considerations applicable to promotion alongside the prescribed eligibility requirements.

Revised Career Progression Structure

The revised framework is linked to proposed reforms to the Career Progression Guidelines, which seek to reduce the period required for progression to the highest grades from 30 years to 18 years.

The proposed structure provides separate career tracks for classroom practitioners and teachers pursuing leadership and administrative positions.

The revised career structure is intended to establish defined progression pathways within the teaching service while separating classroom-based progression from leadership and administrative advancement.

Vacancies, Funding and Applications

Teacher promotions remain subject to the availability of funds, teacher attrition and vacancies within the approved establishment.

Meeting the minimum eligibility requirements does not constitute an automatic entitlement to promotion, with appointments dependent on the number of positions available and the resources allocated for the promotion exercise.

Applications are required to be submitted electronically within 14 days of the relevant promotion notice.

The standardised assessment framework is therefore applied within the broader requirements governing vacancies, establishment levels, budgetary allocations and individual eligibility.

Comparison With the 2025/26 Promotion Framework

The 2025/26 promotion cycle was implemented amid concerns over teacher stagnation and the application of common-cadre provisions affecting career advancement.

The scoring system used during that cycle placed considerable emphasis on age, seniority and accumulated experience, with older teachers receiving additional consideration under the applicable scoring structure.

The 2025/26 exercise also relied on 32 separate grade-specific scoring guides.

The 2026/27 framework replaces this approach with updated standardised score sheets and places increased emphasis on structured career progression, professional conduct and performance.

The three-year minimum service requirement in the current grade has been retained.

TSC-KUPPET Promotion Agreement

The revised promotion framework follows an agreement between the Teachers Service Commission and the Kenya Union of Post-Primary Education Teachers (KUPPET).

The two parties signed a Memorandum of Understanding on July 19, anchored on the Collective Bargaining Agreement (CBA) signed in July of the previous year.

The agreement addresses teacher promotion and career progression and is intended to streamline promotion processes within the teaching service.

The revised Career Progression Guidelines form part of the changes associated with the agreement, including proposals to shorten the period required for progression to the highest grades and establish separate career pathways for classroom practitioners and teachers in leadership and administrative positions.

The implementation of promotions remains subject to the approved establishment, available vacancies, budgetary allocations, teacher attrition and the prescribed eligibility requirements.

Conclusion

The 2026/27 teacher promotion framework introduces updated standardised interview score sheets while retaining the three-year minimum service requirement in the current grade.
