TSC’s Two Leadership Arms

Dr Jamleck Muturi John — Chairperson

Dr Muturi was appointed Chairperson on April 29, 2021, coming in with more than three decades in education. He taught at secondary schools in Embu and Nairobi, served as a deputy principal and later a principal at several Embu schools, and lectured at universities including the University of Embu, Kenyatta University and the University of Nairobi. Before joining TSC, he was Embu County’s Executive Committee Member for Education, Science, Technology and ICT.

He holds a PhD in Agricultural Entomology and a Master of Business Administration from USIU-Africa, alongside a Bachelor of Education from Kenyatta University. His six-year term runs through April 2027.

Sharon J. Kisire — Vice Chairperson

Kisire became Vice Chairperson on May 21, 2026, taking over from Leila Ali Abdi, whose non-renewable six-year term as a Commissioner (and Vice Chairperson) expired. Kisire herself has been a Commissioner since 2021, when she was among five members nominated by former President Uhuru Kenyatta.

Her background is in HR and organisational leadership — she has held senior human resource positions at Safaricom, Kenya Pipeline Company, Kenya Wildlife Service, the National Oil Corporation of Kenya and Mater Hospital. She holds a Master’s degree in Sociology from Kenyatta University and is a KASNEB-certified secretary.

Wilson Sossion and Antonina Lentoijoni — the Newest Commissioners

These two were sworn in at the Supreme Court on September 10, 2026, filling the vacancies left when Commissioners Mbage Njuguna Ng’ang’a and Leila Abdi Ali completed their terms on May 2, 2026. President Ruto nominated them in July 2026, Parliament’s Education Committee vetted and approved them on August 20, and formal gazettement followed on August 31.

Wilson Sossion is a familiar name in Kenyan education circles — he previously served as Secretary-General of the Kenya National Union of Teachers (KNUT) and later as a nominated Member of Parliament between 2017 and 2022. His appointment to the body he spent years challenging over teacher welfare marks a notable turnaround.

Antonina Lentoijoni joins with 26 years in education, including nearly two decades at TSC itself. She rose from classroom teacher to Acting Director of Staffing in 2022, then substantive Director of Staffing from August 2024 — a role that put her in charge of teacher recruitment, deployment, transfers, promotions and workforce planning. Her move to Commissioner means the Director of Staffing post is now vacant; TSC had not named a successor as of this writing, so expect an announcement on that in the coming weeks.

The Other Sitting Commissioners

Timon Oyucho, appointed the same day as the Chairperson in April 2021, has been a visible voice on the Commission’s recent career-progression reforms.

Annceta Wafukho, Christine Kahindi, Dr Nicodemus Ojuma Anyang and Salesa Abudo were all appointed on September 1, 2021. Wafukho brings a background in education policy analysis, having trained MPs and legislative staff at Parliament’s Center for Parliamentary Studies and Training and advised on education bills covering TVET, basic education and curriculum matters.

What Do TSC Commissioners Actually Do?

Who Runs TSC Day to Day? Evaleen Mitei, Acting CEO

The Secretariat — TSC’s administrative arm — is headed by the Commission Secretary, who also serves as Chief Executive Officer and Accounting Officer. That’s currently Evaleen J. Mitei, in an acting capacity.

Mitei stepped in on June 1, 2025, when long-serving CEO Dr Nancy Macharia began terminal leave ahead of her retirement on June 30, 2025, after two five-year terms. Mitei had been Deputy Head of the HR Directorate before that. She joined TSC as a teacher in 1994 and moved to the Secretariat in 1999, later serving as Director of Teacher Discipline Management. She holds a Master of Science in Human Resource Management from the University of Manchester and a Bachelor of Education from Moi University.

The recruitment of a substantive CEO — a five-year, once-renewable post under Section 16 of the TSC Act — has been contested since mid-2025, including a court challenge over the selection criteria that temporarily halted the process. More than a year later, no substantive CEO has been named, and Mitei continues to run the Secretariat in an acting capacity.

TSC Chairperson vs CEO: What’s the Difference?

• The Chairperson leads the Commission — the governance and policy side. Dr Muturi chairs meetings, works with Commissioners on strategic direction, and represents the Commission publicly on policy matters.
