TSC Transfer and Swap Module: Step-by-Step Guide (2026 Update).
The Teachers Service Commission’s Transfer and Swap Module lets teachers apply for a transfer or arrange a mutual swap entirely online, through portal.tsc.go.ke. It replaced the old paper-based transfer process after a three-month pilot in late 2025, and it’s now the standard way teachers request a change of station.
Current status (as of September 2026): TSC has pushed back the processing of transfer requests to December 2026. Transfer boards at the Sub-County, County, Regional and National levels are expected to sit that month, with successful applicants receiving letters in January 2027, ahead of the next academic year.
The delay is because TSC is currently focused on deploying over 230,000 teachers for national examinations and running interviews for 34,016 promotion vacancies. You can still submit or update a transfer or swap request on the portal now — it just won’t be reviewed until December.
What the Transfer and Swap Module Does
The module was introduced through TSC Circular No. 10/2025, dated August 12, 2025, and piloted from August 18 to November 18, 2025 before being formally adopted. It covers all teachers except Heads and Deputy Heads of Institutions, who still apply for their own transfers through the Commission’s main website rather than this portal (see the HOI note below).

Key features of the system:
- Automated matching — the system filters transfer requests by institution level (Primary, Junior School, Senior School or Teacher Training College) and, where relevant, subject combination.
- Mutual swaps — once two teachers agree to a swap, the system locks the pair to prevent duplicate or conflicting requests.
- Newly recruited teachers can submit swap requests even before completing five years of service — a change from the old rules.
- Minimum tenure — outside exceptional, evidence-backed circumstances, a teacher must serve at least three years at their current station before applying for another transfer.
- Timelines and escalation — delays of more than five working days at any review stage automatically escalate to the next supervisor.
- System integration — the module links to TSC’s Teacher Management Information System (TMIS), the Entry-Exit system and its Electronic Document Management System, so records update automatically once a transfer is approved.
How to Apply for a Transfer or Swap (Teachers)
Step 1: Go to the portal.
Open a browser and visit portal.tsc.go.ke.
Step 2: Log in.
Use the same password you already use for the TSC Declaration of Income, Assets and Liabilities system (Teachers Online Services). If you’re a first-time user or have forgotten your password, click Forgot Password, enter the one-time password (OTP) sent to your official TSC email, and set a new password. OTPs expire five minutes after they’re sent, so have your email open before requesting one.
Step 3: Reach your dashboard.
Once logged in, you’ll land on the Teacher Dashboard, where you can see your profile summary and a sidebar menu.
Step 4: Start a request.
Click Transfer & Swap in the sidebar, then Request Transfer. Any transfer requests you’ve made previously will be listed here.
Step 5: Complete the four sections.
Click Request Transfer and fill in:

Step 6: Submit and track.
Submit the form, then check back on the same dashboard to see your request’s status. You can also browse available swap opportunities from other teachers and accept a suitable one directly on the portal.
How the Approval Process Works
Your request doesn’t stop with you — it moves through a chain of reviewers:
- Head of Institution (HOI): previews the request and can add a comment before it moves up. HOI and Deputy HOI transfers (for the head’s own post) are handled administratively rather than through this same request flow.
- Transfers Module Secretariat: Sub-County (SCD), County (CD), Regional (RD) and Headquarters (HQ) officers log in separately at tsconline.tsc.go.ke, open the relevant Transfers tab, review each request, and record remarks and the approved institution before submitting a decision.
- Automatic letters: once approved, transfer letters are generated and sent automatically.
- Timing: to avoid disrupting learning, approved transfers only take effect during school holidays — unless a case is classified and documented as an emergency.

If You’re a Head or Deputy Head of Institution
Heads of Institution (HOI) and Deputy Heads (DHOI) are not covered by the pilot for their own transfer applications. If you hold one of these posts and want to apply for your own transfer, use the Commission’s main site instead: go to tsc.go.ke → Online Services → Teacher Transfer, not the Transfer and Swap Module described above. Your role reviewing other teachers’ requests as an HOI, however, does happen on this portal.
Common Problems and How to Fix Them
- OTP expired: Click Resend OTP rather than waiting — the code is only valid for five minutes.
- Forgotten password: Use Forgot Password on portal.tsc.go.ke, not tsconline.tsc.go.ke — they’re separate logins even though the password is shared.
- No movement after applying: Check the 90/180-day timeline above before assuming something has gone wrong — and remember that, as of September 2026, all pending requests are on hold until the December review, regardless of how long they’ve been sitting in the system.
- Applying too soon after a transfer: Confirm you’ve served the three-year minimum at your current station, unless you have documented exceptional circumstances.
