There is no single downloadable “TSC Retirement Form” that covers every teacher’s exit from service. Retirement from the Teachers Service Commission is handled as a document bundle — a notice or application letter plus several supporting forms (bank details, pension-scheme forms, tax clearance, and a clearance certificate) — and which documents apply depends on whether you’re retiring compulsorily at 60, voluntarily from 50, or on medical grounds. This guide walks through all three routes and lists exactly what paperwork each one needs.

Compulsory retirement at 60

The mandatory retirement age for TSC teachers is 60 years, raised from 55 in 2009 and still the applicable age in 2026 — recent CBA implementation circulars have addressed salaries and allowances but have not changed this threshold. Teachers living with disability retire at 65.

TSC issues a formal retirement notice two years before a teacher’s due date, though it may issue a shorter notice in special circumstances. Once you receive that notice, you are expected to:

  1. Promptly return all documents listed in the notice.
  2. Provide full bank account details on the TSC Bank Form.
  3. Decide whether to commute up to a quarter of your monthly pension for a lump-sum gratuity, using the Commutation Form.
  4. Confirm your tax status with the Kenya Revenue Authority (KRA) and clear any outstanding liabilities, submitting your KRA PIN certificate.

There is no need to apply for compulsory retirement — it happens automatically once TSC’s records show you’ve reached 60. Your responsibility is to respond promptly and completely to the notice, since incomplete documentation is the most common cause of delayed pension processing.

Voluntary (early) retirement from age 50

A teacher may apply to retire early on attaining 50 years of age, provided they have completed at least 10 years of continuous service on Permanent and Pensionable terms.

How to apply

  1. Write a formal application, addressed through your Head of Institution, giving three months’ notice and stating your intended retirement date.
  2. TSC considers the application and, if approved, issues a retirement notice confirming the date.
  3. Submit the same category of supporting documents required for compulsory retirement — bank form, commutation decision, KRA clearance — once requested.
  4. TSC processes the retirement claim and forwards it to the Director of Pensions at the National Treasury for payment.

Early retirees typically receive a reduced pension compared with those who serve to 60, since the pension calculation is tied to years of pensionable service and contribution period — check your specific figures with the TSC pensions office or your pension scheme administrator rather than assuming a fixed percentage.

Retirement on medical grounds

A teacher who can no longer perform their duties due to ill health may apply to retire — or the Commission may call for a review — on medical grounds, supported by relevant medical documentation. The process is:

  1. TSC writes to the Director of Medical Services (DMS) requesting that a Medical Board be convened.
  2. The Medical Board examines the teacher and sends its recommendation to the DMS.
  3. The DMS advises TSC based on the Board’s findings.
  4. TSC proceeds to retire the teacher on medical grounds if the Board’s recommendation supports it.

This process has been tightened following disputes over teachers retired without proper medical-board review — in one case reported in 2026, the Commission on Administrative Justice ordered TSC to compensate a teacher retired without following this procedure correctly. If you’re facing medical retirement, make sure a Medical Board appointed by the DMS has actually assessed you before the Commission finalises the decision — a retirement “in the public interest” without a genuine medical board report is procedurally invalid.

The document bundle that functions as “the retirement form”

Rather than one universal PDF, expect to complete some combination of the following, depending on your route to retirement and your pension scheme:

What happens after you submit your documents

Once TSC has a complete file, the claim is forwarded to the Director of Pensions at the National Treasury for payment processing.

The Ministry of Education has previously committed to a four-to-five-month turnaround from complete submission to payment, though delays of a year or more have been reported historically when documentation was incomplete — which is the main reason to submit every listed document promptly and keep copies of everything you send.

  • Waiting for TSC to chase you for documents. Submit everything listed in your retirement notice as soon as you receive it — incomplete files are the single biggest cause of pension delays.
  • Assuming voluntary retirement is available before 10 years of P&P service. Both the age (50) and the service-length (10 years) conditions must be met.
  • Treating a medical retirement letter as final without a Medical Board report. Ask specifically whether the DMS convened a Medical Board and what it recommended.
  • Not clearing KRA obligations early. Outstanding tax liabilities can hold up your pension claim at the Treasury stage.
  • Confusing the Commutation Form with a compulsory step. Commuting part of your pension is a choice — you can elect to receive your full monthly pension instead.
