Education Ministry Finally Speaks on Delayed KCSE Invigilators’ Allowances.

Basic Education Principal Secretary John Ololtuaa has announced that the government will soon release pending allowances for the remaining 2025 Kenya Certificate of Secondary Education (KCSE) invigilators and supervisors who are yet to receive their payments.

Speaking during an event held on July 15, Ololtuaa said the Ministry of Education is working in consultation with the National Treasury to finalize payment arrangements for the outstanding allowances. He assured affected teachers that all verified payments would be processed once the ongoing discussions are concluded.

“We, as the Ministry of Education, are in talks with the Treasury to plan how the money that we owe you reaches your pockets. Once those plans are mature, rest assured that you will receive your money,” Ololtuaa said.

The Principal Secretary urged the affected invigilators and supervisors to remain patient as the government completes the payment process. He further stated that representation from education stakeholders across the country, particularly the Teachers Service Commission (TSC), would continue to be involved in discussions relating to teachers’ welfare.

Government Finalising Outstanding KCSE Examination Payments

The announcement follows the government’s release of KSh1.5 billion through Supplementary Estimates II to settle long-standing arrears owed to personnel who administered and marked the 2025 national examinations.

On July 9, the Ministry of Education and the Kenya National Examinations Council (KNEC) confirmed that the allocated funds had been disbursed, clearing outstanding marking allowances owed to KCSE and Kenya Junior School Education Assessment (KJSEA) examiners across the country.

Despite the release of the funds, reports indicate that a section of invigilators and supervisors has not yet received payment, with some personnel reportedly prioritized during the initial disbursement.

More Than 66,000 Teachers Deployed During 2025 KCSE Examinations

For the 2025 KCSE examination cycle, the Kenya National Examinations Council (KNEC) deployed a total of 66,908 examination officials to supervise the national examinations.

The deployed personnel comprised:

  • 54,782 invigilators
  • 12,126 supervisors

These officers were responsible for administering and overseeing the conduct of the national examinations in examination centres across the country.

KCSE Invigilators and Supervisors Payment Rates

The approved examination allowances vary depending on the role performed during the examination period.

The payment structure is as follows:

Examination RoleAllowance
InvigilatorKSh8,800 for 16 days of service (approximately KSh7,450 after statutory deductions)
SupervisorKSh10,880
Centre ManagerKSh550 per day, amounting to approximately KSh9,000 for 18 days of service

KNEC Explains Causes of Remaining Payment Delays

The Kenya National Examinations Council (KNEC) has attributed the remaining payment delays to several technical and administrative challenges encountered during the verification process.

According to KNEC, the outstanding cases are linked to:

  • Mismatches between registered mobile phone numbers and national identity card details captured on the CP2 portal.
  • Discrepancies involving Teachers Service Commission (TSC) identification numbers.
  • Attendance registers submitted by examination centre managers that were either unsigned or lacked official institutional stamps.

The council indicated that these verification issues must be resolved before the affected payments can be processed.

Ministry Reaffirms Commitment to Settling Outstanding Allowances

The Ministry of Education has reiterated that consultations with the National Treasury are ongoing to facilitate the release of the remaining outstanding examination allowances. Basic Education Principal Secretary John Ololtuaa stated that once the payment arrangements are finalized, all eligible 2025 KCSE invigilators and supervisors whose payments remain pending will receive their allowances after the verification process is completed.
