HELB Sounds Alarm Over Dangerous Online Scam Targeting Applicants.
The Higher Education Loans Board (HELB) has issued a public warning over a fraudulent social media account impersonating the institution and falsely claiming to offer official clearance certificates in exchange for payment.
In an official notice, HELB revealed that the fake account has been misleading members of the public by requesting KSh1,999, claiming that the amount would be refunded after a clearance certificate had been processed and sent to applicants via email.
HELB cautioned that the account is not affiliated with the board and urged members of the public to disregard any communication originating from unofficial platforms.
The board stated that all applications for compliance and clearance certificates should only be submitted through its authorised digital platforms and official communication channels.
“Beware of fraudsters masquerading as HELB spreading false information. Always verify all communication through HELB’s official channels only,” the board stated.
HELB further urged members of the public to report any social media accounts or individuals impersonating the institution or requesting unofficial payments for its services.
Official HELB Compliance and Clearance Certificate Services
According to the Higher Education Loans Board, loan beneficiaries who are up to date with their loan repayments or remain within the prescribed repayment grace period are eligible to apply for a Loanee Compliance Certificate through the HELB Portal or the eCitizen Portal.
Beneficiaries who have fully settled their loan obligations are eligible for a Certificate of Clearance, subject to meeting all applicable requirements.
The board also confirmed that individuals who have never received financial assistance from HELB may apply for a Non-Loanee Compliance Certificate through the same official application platforms.
Applicants are required to log into their HELB accounts, navigate to the compliance certificate section, complete the required information, and submit their applications through the authorised system.
Official Processing Fee
HELB stated that the processing fee for eligible clearance certificates is KSh1,000, with payments accepted only through the approved payment channels provided during the official application process.
The board emphasised that any request for alternative payment methods or amounts outside the prescribed fee should be treated as fraudulent.
HELB Issues Fraud Advisory
The Higher Education Loans Board reiterated that all certificate services are processed exclusively through its authorised systems and advised members of the public to verify all information received through official HELB communication channels before making any payments.

The board further cautioned against engaging with unofficial social media accounts or individuals promising expedited services or requesting payments outside the official application process, reiterating that only authorised platforms should be used when applying for compliance or clearance certificates.
