Huge Relief for 300,000 Jobless Teachers as TSC Pursues Overseas Jobs Deal.
The Teachers Service Commission (TSC) has intensified efforts to implement the Mwalimu Majuu programme following consultations with the State Department for Diaspora Affairs aimed at facilitating the placement of Kenyan teachers in overseas employment opportunities.
A meeting held on June 17 brought together senior officials from the two institutions to discuss the operationalisation of the Policy Framework for Teacher Engagement Outside Kenya. The framework is intended to guide the recruitment, deployment and placement of Kenyan teachers in foreign labour markets through structured and regulated channels.
The engagement was attended by Principal Secretary for Diaspora Affairs Roseline Njogu, TSC Chairperson Jamleck Muturi and Acting TSC Chief Executive Officer Evaleen Mitei. According to TSC, the discussions focused on strengthening collaboration between the commission and the State Department for Diaspora Affairs in the implementation of mechanisms designed to facilitate the ethical, safe and orderly placement of teachers abroad.
TSC indicated that the consultations also examined strategies for enhancing labour mobility pathways for Kenyan teachers and improving their competitiveness within international labour markets.
During the meeting, Mitei highlighted progress made in the development of the Policy Framework for Teacher Engagement Outside Kenya, which was formulated in 2024. The policy was developed to provide a structured framework for the recruitment and deployment of Kenyan teachers seeking employment opportunities outside the country.
The discussions further addressed measures aimed at safeguarding the welfare, rights and working conditions of teachers employed abroad. Officials also considered approaches to ensure that labour migration contributes to professional development, skills enhancement and knowledge exchange among participating educators.
According to officials involved in the consultations, the programme is expected to support Kenya’s labour migration agenda while contributing to socio-economic development through increased diaspora remittances and the export of skilled labour.
The latest engagement forms part of initiatives announced by TSC in 2024 under the leadership of former Chief Executive Officer Nancy Macharia, when the commission disclosed plans to facilitate international employment opportunities for Kenyan teachers through government-supported frameworks and partnerships.
At the time, consultations conducted with the State Department for Diaspora Affairs identified significant demand for Kenyan teachers in several countries. Demand was reported in the United States, Ireland and Germany, particularly for teachers qualified to teach English.
Additional opportunities were identified for Kiswahili teachers in South Africa, China, France, Botswana and Japan. Demand for teachers specialising in Special Needs Education was also reported in Kuwait, Japan and the United Arab Emirates.
According to TSC data, more than 300,000 qualified but unemployed teachers in Kenya could potentially benefit from the Mwalimu Majuu programme once fully operationalised. The initiative forms part of broader government efforts to expand overseas employment opportunities for skilled Kenyan professionals through regulated labour migration programmes.
