TSC Sets October 1 as Reporting Date for 866 Teachers Deployed to Junior Secondary Schools.
The Teachers Service Commission has directed 866 primary school teachers to report to their new Junior Secondary School (JSS) stations on October 1, 2026. The directive, issued in an internal memo referenced CS/TSC/2/VOL.XXXII/56, instructs regional, county and sub-county directors to complete final vetting and ensure the affected teachers take up their posts on that date.
The 866 teachers were cleared out of 1,541 applications TSC received from primary teachers seeking a move to Junior Schools, according to Acting Commission Secretary and CEO Evaleen J. Mitei. The remaining applicants either did not meet the academic or professional criteria or have not yet cleared county-level verification.
Who Qualifies for JSS Deployment
Under the memo, a primary school teacher must meet all of the following to be eligible:
- Be actively registered with TSC
- Be currently employed as a primary school teacher under TSC, on permanent and pensionable terms
- Not be under interdiction or subject to any ongoing disciplinary process
- Hold at least a Diploma in Education, with a minimum KCSE mean grade of C+ (or its equivalent)
- Have attained C+ in two teaching subjects currently offered in the school curriculum
Two additional pathways exist for teachers whose KCSE mean grade fell at C plain rather than C+:
- Diploma plus degree route: A teacher with a C plain overall grade can still qualify if they hold both a Diploma in Education and a Bachelor’s degree in Education.
- Pre-2015 bridging course route: A teacher with a C plain who completed a pre-university bridging course before December 31, 2015, and scored C+ or above in two teaching subjects, also qualifies.
One group is explicitly excluded regardless of grade: holders of a Bachelor of Education (Primary Option) are not eligible for JSS deployment, since that degree is structured for primary-level instruction rather than the subject specialisation JSS now requires.
How TSC Decides Who Goes Where
Meeting the academic threshold gets a teacher onto the eligibility list, but it doesn’t determine posting. TSC says deployment decisions weigh three additional factors:
- Proximity to the teacher’s current station, to minimise disruption
- Subject combinations required at the receiving JSS, so schools aren’t overloaded with teachers in one subject while others remain understaffed
- Gender balance across the receiving institution
Teachers holding Special Needs Education qualifications will be posted specifically to Special Junior Schools rather than mainstream JSS units.

Appointment Grade Changes
Deployment to JSS also triggers a review of appointment grade for some teachers, based on their current grade and qualification:

In practice, this means the biggest career jump lands on teachers who have been sitting at the lower B5 and C1 grades — often for years. Teachers already at C3 or higher with a degree, or C2 or higher with a diploma, will still be deployed but won’t see a grade bump simply from the move, since they’ve already reached or passed the grade the deployment would otherwise confer.
What You Need for Vetting
Before a deployment or appointment letter is issued, teachers should have ready:
- Original and certified copies of degree or diploma certificates
- Certified academic transcripts
- Certified KCSE certificate (or its recognised equivalent)
- SNE qualification documents, where applicable
- Current payslip
- A declaration from the head of institution confirming the teacher is currently serving and not under interdiction or disciplinary proceedings
Deployment Is Now Fully Online
TSC has confirmed that all posting, entry and exit processes for this exercise run through its Posting, Entry/Exit Reports Module. The Commission says it no longer accepts or processes hard-copy casualty returns — meaning a receiving school cannot formally record an incoming teacher, and a sending school cannot formally release one, outside this online system.
A Word of Caution: Verify Before You Act
JSS deployment has been a recurring target for fake circulars. TSC publicly flagged one forged letter in 2024 that falsely claimed secondary teachers were being pulled into JSS, and dismissed another fake circular dated September 8, 2026, that wrongly claimed the entire JSS deployment programme had been suspended.
If You Applied but Aren’t on This List
Being among the 675 unsuccessful applicants from this round doesn’t necessarily mean permanent disqualification. TSC has run JSS deployment exercises in phases before, and vetting at county and sub-county level is ongoing.
Teachers who believe they meet the criteria but weren’t cleared should confirm with their Sub-County Director whether their application is still pending further verification, or whether it was declined and why — commonly for incomplete documentation, a subject combination mismatch, or not appearing on the officially compiled interest list, since TSC only considers teachers who formally expressed interest and whose names appear on that list.
Frequently Asked Questions
Do all 866 teachers get a grade increase?
No. Only those moving from B5, or from C1/C2 within the specified promotion-date windows, receive a fresh appointment letter with a higher grade. Others receive a deployment letter with no grade change, since they’re already at or above the grade the move would confer.
