TSC Elevates 36,505 Teachers Across Different Job Grades
Following the Career Progression Guidelines, the Teachers Service Commission (TSC) has promoted 36,505 teachers across different grades in primary and secondary schools, as well as teachers’ training colleges.
Following recent interviews, the promotions aim to motivate teachers by promoting them to a higher work group with better benefits, as well as putting an end to the clamor over tutor stagnation.
Interviews for promotions impacting teachers from C2 to D5 grades began in December 2023 and ended in January 2024.
“We have been allocated Sh1 billion for promotions in the financial year 2024/25, so the issue of stagnation in the teaching service will hopefully be over soon because we are getting funding from the government to promote our teachers,” TSC CEO Nancy Macharia said.
The TSC used recurrent expenditure to handle teacher promotions, with replacements for those leaving the service.
Of these promotions, 17,914 were for primary school teachers, and 18,591 were for post-primary school teachers.
The majority of teachers promoted to higher grades in the current cycle had been in the same post for many years, which led to dissatisfaction and low morale in the service.
In August of last year, the Commission announced a total of 36,175 places divided across colleges and regular and special needs primary and secondary schools. This led to teacher advancement across nine grades.
The promotions came just days after the promotion of over 14,000 teachers to fill gaps created by natural attrition and aimed at improving administrative capacities inside educational institutions.
Chapter 6 documentation
The TSC normally handles promotions under the Career Promotion Guidelines for Teachers, and before making an appointment, candidates who pass the interviews must submit Chapter 6 documentation.
The documents in Chapter 6 include a clearance certificate from the Higher Education Loans Board (HELB), a tax compliance certificate from the Kenya Revenue Authority (KRA), and an Ethics and Anti-Corruption Commission (EACC) clearance.

Others include a valid certificate of good conduct from the Directorate of Criminal Investigations and a clearance certificate from an accredited Credit Reference Bureau (CRB).
Chapter 6 of the constitution mandates those working in the public sector, sometimes known as state officials, to demonstrate leadership and honesty.
