TSC Kicks off Deployment of 1,206 Primary School Teachers to JSS
The Teachers Service Commission (TSC) has initiated the deployment of 1,206 primary school teachers to JSS nationwide as part of the implementation of the Competency Based Curriculum (CBC).
This move aims to address teacher shortages and subject combination imbalances in junior secondary schools (JSS).
In a memo dated May 23, TSC’s Acting Director of Human Resources, Antonina Lentoijoni, directed regional, district, and sub-district directors to rationalize and deploy eligible teachers within 14 days.
She emphasized that only teachers currently employed by TSC and qualified to teach in secondary schools are eligible for deployment.
Ms. Lentoijoni highlighted the necessity of updating staffing positions in primary schools and conducting teacher rationalization within the same timeframe post-deployment to ensure minimal disruption to the teaching-learning process.

According to the circular, eligible teachers must have expressed interest in transitioning to JSS and should be listed by the TSC head office.
Gender parity in deployments was stressed, with a recommendation to deploy teachers to JSS units near their current stations.
Regarding subject combinations, Ms. Lentoijoni specified in the circular that sub-county directors should avoid deploying teachers with similar subject combinations to those already posted in JSS, unless necessary due to demand.
Henry Obwocha, Kenya Union of Post Primary Education Teachers (KUPPET) secretary for secondary schools, commended TSC’s decision, noting it would alleviate the acute shortage of teachers in JSS.
He also advocated for the absorption of 46,000 contract teachers into permanent and pensionable positions in the upcoming financial year, in addition to supporting TSC’s plan to hire 26,000 more teachers.

Mr. Obwocha highlighted that many teachers with diplomas have upgraded to university degrees through school-based programs but remain in primary schools.
He urged for their promotion and deployment to secondary schools, aligning with the ongoing CBC education system rollout.
