TSC Transfer Form: How to Fill It Without Getting Rejected.

The Transfer Form is TSC’s paper-based application for a teacher requesting a change of station. It captures your personal details, current station and position, the station or county you’re requesting, and your reason for transfer. It requires sign-off from your current Head of Institution and routes through your TSC Sub-County and County Director before reaching TSC headquarters.

Two Ways to Apply: Paper Form vs HRMIS

TSC has increasingly moved transfers online through HRMIS (https://hrmis.tsc.go.ke/tm-app/apply_transfer), where you log in with your TSC Number, ID and mobile number and receive an SMS verification code.

Some County offices still process the paper form for teachers without reliable online access, or for specific transfer categories. Confirm with your Sub-County Director which route currently applies to you before submitting either.

Who Needs to Sign It

  1. You — complete your section in full, including a clear, specific reason for transfer (medical, insecurity, spousal reunion, etc. — vague reasons are a common cause of delay).
  2. Your current Head of Institution — recommends or does not recommend the transfer, based on staffing needs at your current station.
  3. TSC Sub-County/County Director — reviews and forwards to the Transfer Committee handling your case (County, Regional, or Headquarters level, depending on whether the move is within-county, within-region, or cross-region).

Common Reasons Transfers Get Delayed or Rejected

  • Minimum service period not met. TSC generally does not consider transfers until a teacher has served at least five years at their current station, except under specific conditions (medical grounds, security threats, or other circumstances TSC recognises as exceptional).
  • No vacancy or replacement at the requested station. Transfers depend on there being a vacancy — or another teacher willing to swap — at your target station. Applying to an oversubscribed county with no gap is a common reason for “not approved” status.
  • Incomplete Head of Institution recommendation. A transfer request without your HOI’s comments and signature will stall.
  • Vague or unsupported reason. If you’re citing medical or insecurity grounds, attach supporting documentation (medical reports, police abstracts) — TSC’s own guidance notes these categories can bypass the standard five-year rule, but only with evidence.

After You Submit

You can track status online through your HRMIS/Teachers Online account. Statuses typically move through: Acknowledged (awaiting vacancy/replacement) → Approved or Not Approved. Teacher transfers are generally implemented during school holidays unless TSC determines special circumstances warrant an immediate move.
