Taita Taveta Teachers’ Hardship Allowance: Teachers Await Ruto’s Follow-Up.

President William Ruto has promised to follow up on a request for a hardship allowance for teachers in Wundanyi, Taita Taveta County. He has not approved one. The President’s remarks on Saturday, 26 September 2026 do not amount to an immediate award, because the allowance depends on the formal designation of hardship areas. He gave no timeline.

For teachers in Wundanyi, Taveta and parts of Mwatate, nothing changes on the payslip today. This article explains what was said, why a presidential promise cannot pay the allowance on its own, how the designation process works and what to watch for next.

The remarks came during the foundation stone ceremony for student hostels at Wumingu Technical and Vocational College in Wundanyi, after a principal raised the issue. Ruto said he had been told teachers in the area wanted the allowance and that he would “follow up on the issue.” He added that visiting the area had shown him how hard the hilly terrain is to walk.

Do teachers in Taita Taveta get a hardship allowance now?

Only in parts of the county. Reports from 2022 and 2023 said teachers in Voi sub-county and some parts of Mwatate sub-county received the allowance, while other parts of the county did not. In Parliament on 1 April 2026, Wundanyi MP Danson Mwashako said the Wundanyi and Taveta areas and one Rong’e area of Mwatate were still outside the scheme, despite a parliamentary recommendation.

I could not find a current official TSC list that names every Taita Taveta zone. Teachers should confirm their own station’s status with their TSC sub-county office.

Hardship allowance has been a flat monthly amount by job group since the Salaries and Remuneration Commission (SRC) dropped the percentage system in December 2014.

Why a presidential promise does not change pay on its own

The allowance is tied to whether an area is on the official list, not to how difficult the terrain looks.

The teaching service uses its own list. Prime Cabinet Secretary Musalia Mudavadi told the National Assembly on 1 April 2026 that the teaching service has 44 hardship areas, the Judiciary 21, and the civil service, county governments and state corporations 16. The civil service uses former district boundaries, while TSC categorises by educational zones. Those 44 are zones and areas, not counties, so the Kenyans.co.ke list of “counties” in the source report is a simplification.

A set of criteria applies. Mudavadi said the criteria use seven parameters set by the Kenya National Bureau of Statistics (KNBS): food availability, water, transport and communication, social services, climate and terrain, security and poverty severity. Terrain counts, but only as one factor.

So the President’s follow-up would most likely mean pushing the public service ministry, SRC and TSC to review Taita Taveta’s status. That is my reading of the process, not something he announced.

A demand more than a decade old

The national review that could help or hurt

Taita Taveta’s case is caught up in a wider overhaul of hardship areas.

A technical committee formed in 2019 found that some designated areas covered whole counties or sub-counties even though only certain locations qualified. It also found that some areas had improved since devolution. Mudavadi has said the review would cut government spending on hardship allowances from about Sh25.98 billion to Sh19.53 billion.

The Employment and Labour Relations Court has since dismissed a teachers’ association petition against the review. The court found it premature and found no evidence that allowances had been reduced. The Public Service Principal Secretary said the remaining process would be fast-tracked to Cabinet, then gazettement. I could not confirm any Cabinet decision or gazette notice since then.

This cuts both ways for Wundanyi:

  • The review could formalise areas like Wundanyi and Taveta that have long argued they qualify.
  • Mudavadi also told MPs that hardship areas “must reduce and not increase.” Any new list could add some areas and remove others.
  • SRC’s proposed structure includes separate “extreme” and “moderate” categories with different rates.

Because of this, the President’s remarks are best read as one more push in a process that is still open.

TSC’s second-phase circular under the 2025–2029 CBA, effective 1 July 2026, is reported to have left hardship allowance rates unchanged. These are the monthly rates by job group for teachers in gazetted hardship areas:

I took these figures from published summaries of the circular, not TSC’s own document. Check the rate for your job group against the official TSC circular before relying on it.

Beware of fake hardship allowance notices

Posters claiming a new hardship structure keep circulating. On 22 April 2026, TSC called two viral posters “fake” and misleading. One claimed a two-tier “extreme” and “moderate” hardship system from 1 July 2026. TSC later confirmed that it was continuing with its existing 44 gazetted hardship areas.

Note that some coverage, including the source report for this article, dates TSC’s statement to May 2026. TSC’s clarification was published on 22 April 2026.

A genuine change would come through the TSC website, its Facebook page (TSC Kenya) or its X account (@TSC_KE). It would also involve a gazette notice and an SRC circular.

What teachers in Taita Taveta can do now

  • Check your status. Confirm with your TSC sub-county office whether your zone is a designated hardship area before assuming you qualify or not.
  • Follow official channels only. Ignore unsigned posters, WhatsApp lists and screenshots.
  • Use your union branch. KNUT and KUPPET branches have handled the county’s petitions in the past, so they can tell you where the case stands.
  • Do not act on rumours. TSC has warned that fake notices can lead to poor decisions on transfers or career moves.
  • Watch for three signals. These are a Cabinet decision on the hardship review, a gazette notice and an SRC circular on rates.

Frequently asked questions

Has Ruto approved a hardship allowance for Wundanyi teachers?
No. He promised to follow up. No new designation, rate or start date has been announced.
