C Plain for Secondary Teacher Training? What Kenya’s New Bill Actually Proposes.

If you scored a C plain in KCSE and want to train as a secondary school teacher, here’s the honest, current answer: it’s not law yet. A Bill before the National Assembly proposes lowering the entry grade for the Diploma in Secondary Teacher Education from C+ to C plain, but as of September 2026, the official KUCCPS requirement is still a mean grade of C+, and the Bill is still going through public participation.

That distinction matters, because it changes what you should actually do right now versus what you should watch for over the next few months.

The Quick Answer

  • Today: KUCCPS still lists a minimum mean grade of C+ for the Diploma in Secondary Teacher Education, plus C+ in your two teaching subjects.
  • Proposed: The Pre-Service Education and In-Service Training Bill, 2026 would lower this to a C plain overall mean grade, provided you score at least C+ in your teaching subject(s).
  • Status: The Bill had its First Reading in the National Assembly on August 11, 2026, and is currently out for public participation in 31 counties. It has not been passed or signed into law.
  • Separately, TSC has already started moving in this direction on its own — through proposed amendments to its Code of Regulations for Teachers, not through this Bill.

What the Bill Actually Is

The Pre-Service Education and In-Service Training Bill, 2026 (National Assembly Bill No. 52 of 2026) is one of six education reform Bills introduced in the National Assembly. It was sponsored by Majority Leader Kimani Ichung’wah and is currently before the National Assembly’s Departmental Committee on Education, chaired by Tinderet MP Julius Melly, which has been running public hearings across the country’s 31 counties.

The Bill’s core aim is to create a single legal framework for how teachers are trained before they enter the classroom (pre-service education) and how they continue developing once they’re teaching (in-service training). Two of its most talked-about proposals are:

  1. Merging Kenya’s 32 public Teacher Training Colleges into one body called the Kenya Teachers Training College (KTTC), with the existing colleges becoming its campuses.
  2. Revising academic entry requirements for diploma teacher training programmes, set out in the Bill’s First Schedule.

It also ties pre-service training more tightly to Kenya Institute of Curriculum Development (KICD) materials, and would require the Kenya National Examinations Council (KNEC) to standardise assessment of trainee teachers across the country.

What Changes for Secondary Teacher Training — If the Bill Passes

Under the First Schedule as currently drafted, admission to the Diploma in Secondary Teacher Education would require:

This is a genuine one-grade-band change. On the 12-point KCSE grading scale, C+ sits at point 7 and C plain at point 6. Practically, it means a student who did well in Chemistry, Mathematics or History but was pulled down by one weak elective — someone previously shut out entirely — would become eligible to train as a secondary teacher, provided their subject grades hold up.

It’s worth being precise about who this affects. It does not remove subject requirements. A C plain overall with weak grades in your intended teaching subjects still won’t qualify you — the C+ threshold in your specialisation subjects stays in place.

This Is Not the Only Reform in Motion — Don’t Confuse the Two

A source of real confusion right now is that there are two separate processes pointing the same direction, and conflating them gives an inaccurate picture of what’s already in effect.

1. The Bill in Parliament (covered above) — still in public participation, would eventually become statute if passed and assented to.

2. TSC’s own internal regulatory reform — separate from the Bill. Since around May 2026, TSC has been amending its Code of Regulations for Teachers (CORT), proposing to lower the diploma entry grade from C+ to C plain across several programmes, including Secondary, Primary, Technical, Special Needs and Adult/Continuing Teacher Education diplomas.

TSC has also already announced it is scrapping its longstanding two-subject requirement for teacher registration in specialised, high-shortage subjects — TSC’s Acting CEO confirmed this shift at the Kenya Secondary School Heads Association conference in Mombasa in June 2026.

In short: TSC’s own registration rules are moving toward C plain through its own regulatory process, while Parliament is separately trying to write a similar threshold into statute through this Bill. They reinforce each other, but neither has fully replaced the current C+ entry requirement that KUCCPS still applies today.

Why the Push to Lower the Bar: Kenya’s Teacher Shortage

None of this is happening in a vacuum. It’s a direct response to a staffing crisis created by the rollout of Competency-Based Education (CBE) at senior school level.

More than 1.1 million learners transitioned into senior school as the CBE cohort advanced through the system. TSC has projected a shortfall of roughly 58,500 teachers for the Grade 10 intake alone, concentrated in specialised subjects that Kenya’s teacher training pipeline has historically underserved.

The STEM pathway — taking in around 60% of senior school learners — is worst affected, needing an estimated 35,000-plus additional teachers. TSC officials have specifically flagged these areas as critically short-staffed:

  • Aviation, Electricity, Building & Construction, Woodwork
  • Marine & Fisheries — described by TSC’s Director of Quality Assurance as one of the most severe gaps in the country, noting there may not even be a Kenyan university currently producing marine and fisheries teachers

Social Sciences Pathway

  • Indigenous languages and Kenyan Sign Language
  • Foreign languages: Mandarin, French, German, Arabic

Arts, Sports & Technical Disciplines

  • Creative Arts, Fine Arts, Theatre & Film
  • Music & Dance, Sports Science
  • Home Science and Agriculture

This is the real logic behind lowering the overall mean grade requirement while keeping subject-specific grades high: TSC and Parliament both want to stop disqualifying capable specialists over an unrelated elective, without lowering the bar in the subjects they’ll actually teach.

What Should You Actually Do Right Now?

If you’re a Form Four leaver with a C plain overall, or a parent or teacher advising one:

  • Apply under current rules first. KUCCPS placement still applies the C+ threshold for the Diploma in Secondary Teacher Education. Don’t skip an application cycle waiting for a Bill that hasn’t passed.
  • Check the Diploma in Primary Teacher Education route. This already accepts a C plain overall grade under current KUCCPS listings, and primary diploma holders are increasingly being deployed into junior school under CBE.
  • Watch TSC’s CORT amendments, not just the Bill — TSC’s regulatory changes may take effect independently and sooner.
  • If you’re strong in a shortage subject (Marine & Fisheries, Computer Studies, Aviation, a foreign or indigenous language, Sports Science), that specialisation is your strongest asset either way — TSC has explicitly said it is prioritising single-subject specialists in these areas for registration.
  • Follow the Bill’s progress through the Departmental Committee on Education’s public participation process, which was still running in September 2026.

What Happens Next With the Bill

A Bill at First Reading, followed by public participation, still has several stages ahead: the committee must compile a report from the county hearings, the Bill goes through Second Reading (where MPs debate its substance), the Committee of the Whole House stage (where clauses can be amended), Third Reading, and then Presidential assent before it becomes law.

Any of these stages can change the First Schedule’s exact wording, including the C plain threshold itself. Until assent, this remains a proposal — not a confirmed entry requirement.

Frequently Asked Questions

Can I already join a Diploma in Secondary Teacher Education with a C plain?
Not yet, through the standard KUCCPS route. The official minimum remains C+. The C plain threshold is proposed, not yet in force.

What’s the difference between the Bill and TSC’s own reforms?
The Bill is a proposed law before Parliament. TSC’s reforms are internal changes to its own Code of Regulations for Teachers. Both are moving toward a C plain threshold, but through different processes, and neither has fully taken effect for KUCCPS placement purposes yet.
