    Ministry of Education Rolls Out Mandatory KEMIS Onboarding for All Junior and Primary Schools.

    The Ministry of Education has commenced the nationwide onboarding of Junior and Primary Schools onto the Kenya Education Management Information System (KEMIS), marking the next phase in the implementation of the country’s national education data management platform.

    In a circular referenced MOE/KEMIS/7/2026 dated July 12, 2026, the State Department for Basic Education invited Regional Directors of Education and County Directors of Education to a virtual meeting scheduled for Monday, July 13, 2026, at 8:30 a.m. to discuss the implementation framework for the onboarding exercise.

    The meeting will focus on implementation timelines, responsibilities of field officers, and support mechanisms required to facilitate the successful onboarding of all Junior and Primary Schools.

    KEMIS to Serve as National Education Data Platform

    According to the Ministry, the Kenya Education Management Information System (KEMIS) is being implemented as the National Education Digital Public Infrastructure and will function as the Single Source of Truth for education data in Kenya.

    Following the onboarding of Senior Schools, the Ministry has now shifted focus to the registration of Junior and Primary Schools within the system.

    The Ministry stated that the exercise is intended to establish a complete National Education Registry while strengthening education planning, learner management, capitation, and service delivery through a centralized digital platform.

    Objectives of the Field Officers’ Meeting

    The Ministry outlined three key objectives for the meeting:

    • Communicate implementation timelines and milestones for the onboarding of Junior and Primary Schools.
    • Clarify the roles and responsibilities of County KEMIS Coordinators and field officers during the onboarding exercise.
    • Brief field officers on the newly deployed KEMIS Editing Functionality and the approved workflow for editing institutional and learner information.

    Ministry Releases Official KEMIS Onboarding Timelines

    The State Department for Basic Education directed that the following implementation schedule be observed nationwide:

    • Junior Schools: Completion of onboarding by July 20, 2026.
    • Primary Schools: Completion of onboarding by July 25, 2026.
    • Learner onboarding: Completion by July 30, 2026.
    • Validation of data submitted into the system: By July 31, 2026.
    • Validation and approval of submitted records will be undertaken concurrently to ensure timely completion of the exercise.

    Field officers have been directed to monitor implementation progress daily and ensure institutions within their jurisdictions comply with the prescribed timelines.

    Responsibilities of County KEMIS Coordinators

    The Ministry indicated that County KEMIS Coordinators will oversee the implementation of the onboarding exercise within their respective counties and coordinate field activities to ensure schools meet the scheduled deadlines.

    New KEMIS Editing Functionality Introduced

    The Ministry also announced the deployment of a new KEMIS Editing Functionality, which field officers will be trained on during the implementation process.

    The training will cover:

    • Fields that may be edited by institutions.
    • Fields requiring approval before changes become effective.
    • Approval workflow for edit requests.
    • Audit trail and accountability requirements.
    • Escalation mechanism for pending edit requests.
    • Roles of approving officers at each administrative level.

    Attendance Made Mandatory

    The Ministry directed that attendance at the virtual meeting is mandatory for all invited officers.

    County KEMIS Coordinators and relevant field officers, including Sub-County Directors of Education (SCDE), County Quality Assurance and Standards Officers (CQASO), and Sub-County Quality Assurance and Standards Officers (SCQASO), have been instructed to participate fully in the meeting.

    Ministry Emphasizes Importance of KEMIS Implementation

    The Ministry stated that the successful onboarding of Junior and Primary Schools is critical to establishing a comprehensive National Education Registry and positioning KEMIS as the authoritative source of education data for capitation, planning, learner management, and service delivery.

    The circular was signed by Mujumba Obwyere, Director of Education, Kenya Education Management Information System (KEMIS), State Department for Basic Education.
